About the Role:

The Director of Performance Management and Evaluation will join EOED's finance team to develop, manage, and execute tasks integral to the financial management of the Secretariat in areas including budgeting, performance management, reporting, and policy analysis.

Duties and Responsibilities:(these duties are a general summary and not all inclusive):

  • Identifying and collecting Key Performance Indicators (KPIs) and related reports in support of the Office of Performance Management and Oversight (OPMO) requirements.
  • Designing and maintaining a database of KPIs populated from reports of OPMO agencies.
  • Managing the EOED program reporting process including the creation and maintenance of reporting templates, collection mechanisms and organization of responses.
  • Ownership of the EOED METRICS table.
  • Program status monitoring, including maintaining and updating the PSM Dashboard that tracks all EOED program statuses and associated risk factors.
  • Ensuring the efficient collection and processing of program status and performance reports.
  • Assisting in the completion of exercises from Executive Office for Administration and Finance related to budget, capital, and federal funds.
  • Managing EOED accounts through MMARS, as necessary.
  • Pulling reports from MMARS and synthesizing data for executive discussion and analysis, as necessary.
  • Assisting with the budget process for both operating and federal dollars, with a particular focus on administrative costs, as necessary.
  • Assisting with the capital planning process, as necessary.
  • Reviewing memoranda for accuracy relating to fiscal analysis and relevance to operating, federal, or capital budgeting.

Preferred Knowledge, Skills, and Abilities:

  • Experience or knowledge of economic development initiatives.
  • Excellent written and oral communication skills.
  • Familiarity with Commonwealth accounting system, including MMARS.
  • Ability to understand, apply, interpret, and implement the provisions of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing agency financial operations.
  • Knowledge of the principles and practices of accounting and auditing as it relates to program management.
  • Exceptional analytic, strategic, and problem-solving skills;
  • Strong planning, organization, and project management skills;
  • Demonstrated ability to meet multiple deadlines and manage a variety of tasks.
  • Ability to work independently and in a team-based project management environment.
  • Ability to perform effectively in a fast-paced environment.
  • Preferred candidate is enthusiastic, self-directed, creative problem-solver and passionate about community economic development.
  • Must have strong computer skills in standard productivity software (Excel, Word, PowerPoint, etc.) Preferred candidate will have some experience with innovative technology, such as data tracking and CRM systems, economic development tools, GIS, etc.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
