The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth's Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

Position Summary:

The Director of IT Administrative Initiatives and Operations is a strategic leadership role responsible for supporting and advancing the annual goals of the administrative functions of Human Resources, Finance, Procurement, and Contracts ("Administration Teams") within the Executive Office of Technology Services and Security (EOTSS). Reporting to the Deputy Secretary of EOTSS, this role acts as a bridge between EOTSS service areas and the Administration Teams to ensure seamless coordination, effective program delivery, and alignment of strategic initiatives. Additionally, this role will support the Deputy Secretary with delivery of key priorities including the creation of IT and business strategies, plans and departmental communications.

This individual will drive cross-functional collaboration, lead high-impact initiatives, and ensure accountability and progress on operational goals. Additionally, this role will review current business processes with an eye for reimagining the way that we efficiently deliver core administrative services, including incorporating the use of emerging technologies to drive innovation.

The ideal candidate brings a strong background in financial planning, excels at stakeholder engagement, and thrives in both independent and collaborative work environments. This role will assume program management for cross cutting work, such as annual IT service planning, and will represent the Deputy Secretary for EOTSS service management duties. A degree of flexibility is required as work assignments will fluctuate based on strategic priorities and operational needs of the team.

The primary work location for this role will be at One Ashburton Place Boston, Massachusetts 02108. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.

Key Responsibilities:

  • Serve as member of the administrative leadership team
  • Partner with senior EOTSS leaders in HR, Finance, Procurement, and Contracts to define and drive strategic initiatives aligned with departmental goals.
  • Lead the planning, execution, and delivery of cross-functional IT programs that enhance administrative operations such as business and space planning.
  • Facilitate strategic planning sessions and ensure alignment across IT and administrative teams to support annual business and budget processes.
  • Oversee project and program delivery lifecycles, ensuring clear timelines, resource management, and outcome measurement.
  • Serve as a key liaison to EOTSS communication teams and be a communication hub across administrative departments, promoting newsworthy department accomplishments and achievements and supporting change management efforts.
  • Partner with EOTSS engagement teams to ensure relevant Secretariat/agency communications for key processes and deliverables, including IT service chargeback.
  • Identify opportunities for process optimization, technology enablement, and efficiency in administrative systems including identifying use cases for AI.
  • Develop dashboards, reports, and executive briefings to communicate progress and impact to leadership.
  • Ensure compliance with internal controls, financial policies, and contract management standards.
  • Represent IT leadership in committees, planning groups, and key stakeholder meetings.

Qualifications:

  • 7+ years of professional experience in Business, Information Systems, Finance or related field, including 3+ years in a strategic operations or administrative leadership role, ideally within an IT or technology environment.
  • Demonstrated experience working closely with finance, HR, procurement, or contract management functions.
  • Deep knowledge of IT service management and IT service operating models.
  • Understanding of emerging technologies including Generative Artificial Intelligence (GAI) and track record of identifying applicable use cases in an administrative portfolio
  • Proven track record of delivering strategic initiatives and cross-functional programs at scale including organizational-wide service or business planning efforts.
  • Strong analytical, organizational, and communication skills.
  • Ability to work independently with minimal direction, while effectively collaborating with diverse stakeholders.
  • Experience managing change, facilitating executive communications, and aligning initiatives with organizational goals.
  • Understanding of procurement and demonstrated experience with contract management

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
