Job Description
The Massachusetts Gaming Commission ("MGC") seeks to hire a hands-on Director of Infrastructure & Operations. Under the direction of the Chief Information Officer, this leadership role oversees the design, operations, and strategic planning of all technology infrastructures-including data centers, public cloud services (Microsoft 365 and Azure for PaaS and Iaas cloud workloads), network/server services, unified communications, service monitoring, service desk support, workstations, servers, storage, and related applications. The Director will establish operational standards, enforce performance metrics, and evaluate products and vendors to ensure best-in-class technology adoption.

- Strategic & Operational Oversight:
- Develop and execute the strategic IT infrastructure roadmap aligned with MGC's business objectives.
- Lead modernization and optimization initiatives, inclug cloud adoption, emerging technology integration, and continuous improvement of IT environments.
- Collaborate with security, applications, and governance teams to enforce robust cybersecurity measures and ensure compliance with industry standards and internal policies.
- Team Leadership & Management:
- Direct daily operations of the IT infrastructure, network, and client services teams, including workload management, staff supervision, and performance reviews.
- Mentor and develop a diverse team of technology professionals, promoting a culture of collaboration, continuous learning and career growth.
- Oversee the procurement, lifecycle management, and financial oversight of IT assets, working in conjunction with the CIO to manage budgets and expenditures.
- Technical & Hands-On Involvement:
- Oversee the design, implementation, and maintenance of resilient and scalable IT infrastructure, including data centers, network architecture, server administration, and cloud services.
- Participate in troubleshooting complex technical issues and directly support networks, servers, cloud environments and critical incidents.
- Lead the configuration, installation, and optimization of critical IT components; perform performance tuning, capacity planning, and regular security audits.
- Engage in code reviews, infrastructure-as-code (IaC) projects, and automation initiatives to streamline operations.
- Provide expert support during critical incidents, ensuring rapid issue resolution and minimal operational disruption.
- Additional Responsibilities:
- Analyze business requirements to develop scalable technical solutions that improve efficiency and effectiveness.
- Develop and enforce IT policies, procedures, and best practices that support business goals.
- Implement ITIL best practices and key performance indicators (KPIs) to drive service efficiencies.
- Develop, maintain and regularly test disaster recovery and business continuity plans.
- Travel to various sites as required and perform other duties as assigned.
Qualifications
Required Education and Experience :
- Bachelor's degree from an accredited college or university in Computer Science or Information Technology with at least 7 years of relevant work experience, of which at least 3 years in a senior leadership role or High School diploma/GED with at least 10 years of full-time or equivalent part-time, professional, relevant experience and training required, of which at least 7 years must have been work directly related to the duties/responsibilities as outlined.
- Relevant cloud certifications (e.g., Microsoft Certified: Azure Solutions Architect Expert, Microsoft Certified: Azure Administrator Associate, or similar).
- In-depth knowledge of data center management, network architecture, cloud computing, and ITIL best practices.
- Proven leadership, project management, and team-building skills.
Required Skills & Abilities:
- Expertise in cloud computing environments (Microsoft 365, Azure) and cloud adoption, management, and optimization.
- Strong understanding of cybersecurity regulations, standards, and best practices.
- Knowledge of IT industry standards, change management processes, and use of enterprise standards change control procedures.
- Ability to work both independently and collaboratively, managing multiple priorities in a fast-paced environment.
- Exceptional verbal and written communication skills, with the ability to explain technical concepts to non-technical stakeholders.
- Ability to establish and maintain effective working relationships with internal and external customers.
- Proven background in providing excellent customer service.
- Strong analytical and problem-solving skills to troubleshoot complex technical issues and provide effective solutions; think and act quickly to solve issues.
- Maintain up-to-date knowledge of emerging technologies and practices.
- Ability to understand the laws, rules, regulations, policies, procedures, standards, and guidelines governing all MGC activities.
- Ability to lift up to 35 lbs. & push 65 lbs.
Preferred Skills & Abilities:
- Security certifications, such as Certified Information Systems Security Professional (CISSP) or Certified Cloud Security Professional (CCSP), are highly desirable.
- Familiarity with regulatory standards relevant to IT infrastructure.
- Experience with agile/team-based methodologies (e.g., Agile, Kanban).
- Proven ability to manage multiple concurrent projects and follow rigorous change management procedures.
- Ability to understand and follow sometimes complex oral and written instructions.
- Experience utilizing tools and research abilities to resolve technical issues.

The MGC offers a hybrid work environment and requires staff to work at least two days in the Boston Office. Based on business needs, additional in-office days may be required.
Salary is commensurate with experience.
The successful candidate must pass an extensive background check conducted by the Massachusetts State Police. It includes a full credit check, CORI (Criminal Offender Record Information), fingerprinting, drug test, reference checks, review of IRS Income Tax Transcripts for the last four years, and a Certificate of Good Standing from the Massachusetts Dept. of Revenue (DOR).
The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011) and regulatory oversight of G.L. chapter 23K (casino gaming), chapter 23N (sports wagering), and chapter 128A (horse racing). Under these laws, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor only license, the provision of in-person and digital sports wagering, and the live and simulcasting of horse racing in Massachusetts.
