About this Role

EOTSS is seeking a visionary and experienced Director of Enterprise Architecture to lead the development and implementation of the state's enterprise architecture strategy. This critical role will shape the future of technology in Massachusetts government, ensuring that IT investments align with the Commonwealth's strategic goals. Reporting to the Assistant Secretary of Strategy & Planning, and working closely with the Chief Technology Officer, this role will be part of the Office of Strategy & Planning Team, which includes the Director of Strategy and the Director of Portfolio Management.

The Director of Enterprise Architecture will be responsible for shaping the technological landscape of state government by supporting enterprise technology projects throughout the Commonwealth. The Enterprise Architecture Team will bridge the gap between business objectives and technology solutions. This position will oversee and lead business-centric architects, working with Commonwealth agencies, providing oversight and guidance on enterprise technology projects, and aligning technical solutions with Commonwealth standards.

The Director of Enterprise Architecture will be responsible for recommending technology platforms and solutions for enterprise and internal EOTSS projects. The incumbent of this role will need to understand the technology solutions and platforms EOTSS promotes, enforces, and supports. The incumbent of this role will work with the EOTSS CTO Office's Technical Architecture team to find solutions when there is not one currently in our portfolio, as well as partner with secretariats and agencies to guide the enhancement and expansion of the enterprise service portfolio to meet business objectives.

The primary work location for this role will be One Ashburton Place, Boston, MA 02108, with occasional reporting to local offices such as the Massachusetts Information Technology Center, 200 Arlington Street, Chelsea, MA 02150. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Responsibilities

Strategic Leadership:

• Develop and execute the enterprise architecture strategy, ensuring alignment with the state's business objectives.

• Leverage established guidance and standards to align technology solutions with the state's strategic objectives and enterprise project requirements.

• Foster a culture of innovation and continuous improvement within the Enterprise Architecture Team.

Technical Leadership:

• Collaborate with stakeholders to ensure enterprise projects align with established technology standards, best practices, and architectural principles.

• Work closely with the Chief Technology Officer to ensure the state's technology standards and guidelines are being implemented and followed across projects

• Ensure the security and compliance of the state's IT infrastructure and applications.

Project Oversight:

• Provide architectural oversight for major enterprise technology projects, ensuring they adhere to standards, meet business requirements, and deliver value.

• Provide oversight effectively, whether you have been involved from day one or are being brought up to speed on a new project quickly.

• Collaborate with project teams to identify and mitigate potential risks and challenges.

Stakeholder Management:

• Build strong relationships with EOTSS departments and resources, agency leaders, IT teams, and business stakeholders to understand their needs and priorities.

• Effectively communicate complex technical concepts to a diverse audience, including non-technical stakeholders.

• Influence and persuade key stakeholders to support the enterprise architecture vision.

Team Leadership:

• Recruit, develop, and lead a high-performing team of enterprise architects.

• Foster a collaborative and inclusive team culture.

• Provide mentorship and coaching to team members.

Qualifications

• Minimum of seven (7) to ten (10) years of experience in Enterprise and Business Architecture, IT Strategy, or a related field, with five (5) years in a leadership role overseeing relevant Architecture initiatives.

• Proven track record of successfully developing and implementing business and enterprise architecture strategies in large, complex organizations, preferably within the public sector.

• Strong understanding of enterprise architecture frameworks and methodologies, such as TOGAF, Zachman, or similar.

• Excellent leadership, communication, and stakeholder management skills, with the ability to influence and collaborate effectively at all levels of the organization.

• Strategic thinking and analytical skills to assess complex technology environments, identify opportunities for improvement, and develop actionable plans to drive transformation.

• Experience working with cross-functional teams and managing relationships with diverse stakeholders to achieve common goals and objectives.

• Familiarity with emerging technologies and trends, including cloud computing, digital transformation, artificial intelligence, machine learning, and cybersecurity, and their implications for business and enterprise architecture.

Certifications

• Relevant enterprise architecture certifications, such as TOGAF, ITIL 4, or related credentials, are desirable, but not required.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management, of which (B) at least three (3) years must have been in a managerial capacity.
