The Massachusetts Department of Revenue Child Support Services Division is seeking a Director for the CSS Finance Bureau in the Child Support Executive Office in Boston. The mission of DOR/CSS is to enhance the well-being of children by partnering with parents and caregivers to meet the financial needs of the family. Child Support is an essential part of the larger effort by the Commonwealth and the federal government to promote families' economic self-sufficiency and upward mobility. DOR/CSS's core functions are to establish parentage, and establish, enforce and modify child support and health insurance orders. Much of our success depends on collaborations with a wide variety of state agencies and private entities.

The Finance Director is an executive level policy maker within the Child Support Services Division (DOR/CSS). The incumbent participates in strategic planning and decision-making at the agency and division level to effectively carry out the Department of Revenue's overall mission. The Director is expected to participate in agency-wide initiatives including, but not limited to, continuity of operations and risk evaluation, management and mitigation. The Director also oversees the financial operations of the Child Support Division including the preparation of federal, state and agency financial reports, planning and implementing financial controls and protocols, overseeing periodic audits of child support data and working with counterparts in other state and federal agencies.
The Director leads initiatives within the Child Support Services Division and oversees the management of the functional units within the Finance Bureau: State Disbursement Unit (SDU), Financial Casework, Financial Processing, Financial Analysis and Reporting, and General Ledger and Reconciliation.
DOR/CSS utilizes a hybrid work model where employees work both in-office and remotely, depending on operational needs. Candidates must ensure they have the appropriate work environment for telework, including but not limited to, connectivity, and resource access to conduct their job duties while remote. Candidates must be able to supervise and be supervised remotely and must be able to work effectively in an isolated setting. Candidates must be organized, highly disciplined, conscientious, motivated, and committed to utilizing identified tools for successfully performing in a remote setting. Candidates must be available to travel to their officially designated work location with as little notice as the same workday should an exigent circumstance arise.
Duties:
- Participate in executive level decisions and strategic planning through consultation with the CSS Deputy Commissioner and the Senior Staff.
- Annual business planning, establishing goals and objectives and participation in goal setting for the Department of Revenue and the Child Support Services Division.
- Monitors DOR/CSS budget appropriation and expenditures in concert with DOR Budget Office.
- Direct daily operations of the CSS Finance Bureau of 24 employees and operation conducted by the State Disbursement Unit vendor with 11 employees.
- Ensure accurate reporting of Child Support's performance as part of the federal government's Performance Incentive Program through which incentive funds are allocated annually to state child support agencies based on performance measures.
- Functions as the liaison to federal and single state auditors.
- Oversee quality control assurance reviews of financial as well as statistical transactions and reports through sampling and statistical analyses to ensure the integrity of data and compliance with agency policies regarding collection and disbursement and other types of financial reviews to ensure consistency and reliability of financial operations and accounts.
- Works with the Department of Revenue's central budgeting unit to manage the Division's budget process and allocation of funds within the budget to meet operations requirements and monitor financial activities on a regular basis to ensure efficient use of resources and budgetary compliance.
- Identify and evaluate risks to ongoing operations and develop and monitor mitigation strategies.
- Develop and implement professional development plans and corrective action plans for individual staff as part of the performance evaluation system.
- Serve as model for leadership. Empower staff to work at full performance levels.
- Serve as liaison to selected external parties.
Qualifications:
- Strong leaderships skills
- Knowledge of the principle and practices of management including planning, organizing, directing, problem solving, and decision-making within a large bureaucracy.
- Ability to identify risks in financial operations and reporting activities and to develop controls to manage those risks.
- Ability to manage vendors who provide financial and operational services for the Division.
- Ability to develop and maintain positive working relationships with organizations with which the Division interacts, both within, and outside of, the Commonwealth.
- Knowledge of financial practices pertaining to financial processing including budget management and reporting
- Advanced knowledge of accounting and financial management principles
- Knowledge of quality control methods and statistical sampling techniques.
- Ability to solve problems and resolve conflicts in an expedient manner.
- Knowledge of the principles of organization behavior, employee relations and team building.
- Ability to communicate effectively, orally and in writing.
- Ability to establish goals and hold staff accountable to the highest standards of professionalism and integrity in achieving those goals.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
