The Massachusetts Department of Public Health (DPH) seeks an experienced finance leader to serve as our new Director of Contracts and Payments. The Director of Contracts and Payments is responsible for fiscal planning and management, procurement and purchasing, contracts, monitoring, and payments for the Bureau of Infectious Disease and Laboratory Sciences (BIDLS). This exciting new role within the BIDLS Administration and Finance Division will ensure appropriate and efficient systems, lead quality improvements, collaborate with program and procurement staff to implement workflows between procurement and contracting, and ensure contracting is done promptly and appropriately. The Director of Contracts and Payments will develop and implement the infrastructure and systems needed to support strategic planning objectives. This role is responsible for oversight of cross-functional teams that procure goods and services.

Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Manage policies and procedures for BIDLS A&F function related to contracting, procurement, purchasing, and payments to ensure they are clear, understood, and implemented and that limited resources are maximized (including ch.149). Integrate racial equity into all policies and procedures, including procurement of goods and services from all qualified vendors. Provide support to the A&F team and program staff in resolving complex issues covering multiple functions. Ensure that A&F Deliverables are met and tracked. The incumbent will also provide guidance and support the development of monitoring processes for all of BIDLS contracting; forecast utilization of state, federal grant, trust and retained revenue dollars to support programs and services; oversee unit rate and cost reimbursement payment processes; oversee execution of facility contracts under Chapter 149; and analyze and present reports in an accurate and timely manner.
- Lead utilization analysis for mid-year adjustments to direct service contracts and supports the unit director in responding to budget exercises, fiscal assignments, and reporting requirements. Procurement includes implementing processes to ensure the timely and accurate posting of requests for response, requests for quotes and notices of intent through the supervision of staff.
- Direct BIDLS procurement, purchasing, and contracting staff and assure that assignment of duties is consistent with knowledge and training; evaluate progress toward stated goals. Ensure all staff members have the appropriate training to utilize COMMBUYS, PTS, the Commonwealth Information Warehouse, MMARS, Microsoft Excel, and any other application necessary to fulfill their role effectively and efficiently.
- Represent BIDLS and the A&F Team on project-specific work groups, task forces, and/or committees.
- Provide a bridge to ensure that communication remains open and transparent between the BIDLS Administration & Finance supervisors and their teams within the A&F Unit, Purchase of Service, Accounting offices and other DPH bureaus, and offices that work collaboratively with BIDLS programs. The incumbent provides a link between the programmatic goals and fiscal support required to reach those goals while ensuring collaboration and cooperation between the bureau and other stakeholders. The incumbent translates financial concepts and to effectively collaborate with programmatic staff and other colleagues who do not necessarily have finance backgrounds.
Preferred Qualifications:
- Knowledge of the principles and practices of financial management, including financial analysis and financial information recording and processing.
- Familiarity of the principles and practices of management, including planning, organizing, directing, motivating and decision-making.
- Understanding of the principles and practices of accounting and federal grant rules and regulations.
- Awareness of the methods of general, statistical, and technical report writing.
- Keen knowledge of the principles, practices, and techniques of supervision.
- Demonstrated knowledge and experience in program policy and development, analysis and program evaluation including the demonstrated ability to anticipate and identify problems and develop solutions that are creative, innovative, and flexible.
- Excellent communication and relationship-building skills with an ability to prioritize, negotiate, and work with various internal and external stakeholders.
- The ability to identify and implement best practices, work independently, think strategically, plan for the long-term success of the organization and effectively delegate tasks.
- Ability to analyze and determine the applicability of financial and program data, draw conclusions, and make appropriate recommendations.
- Skilled to exercise sound judgment and exercise discretion in handling confidential information.
- Means to multitask effectively.
- Ability to set priorities and identify and implement strategies to solve problems.

About the Bureau of Infectious Disease and Laboratory Sciences (BIDLS):
The DPH Bureau of Infectious Disease and Laboratory Sciences (BIDLS), predominantly located in Jamaica Plain, provides public health response to infectious disease. These services include programmatic and epidemiologic response, as well as laboratory testing through the State Public Health Laboratory (SPHL).
Infectious disease response services address concerns of the general public as well as those disproportionately affected by infectious disease through a variety of risk factors. BIDLS administers ongoing disease reporting for over 90 reportable diseases in the state. Disease reporting review and follow-up with clinical providers and local boards of health is a central function of the bureau. Surveillance activity is complemented by an extensive contracted service system. These services are funded through state and federal resources and include prevention education, community outreach screening for infectious disease, immunization services, health service navigation, medical case management, insurance enrollment, housing assistance, and referral and linkage to infectious disease treatment.
The SPHL provides scientific expertise and capacity to identify infectious agents, chemical agents, and other toxins that cause human disease. The SPHL is an active partner in joint activities with other bureaus/agencies such as environmental health, food and drug, agriculture, disease prevention and health promotion programs, and public safety. The SPHL is a reference laboratory of the national Laboratory Response Network (LRN) and is a U.S. Centers for Disease Control and Prevention (CDC) Select Agent laboratory. SPHL staff work closely with laboratory and disease prevention programs at the CDC, and partners with the U.S. Department of Homeland Security (DHS).

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for the four (4) years of the required experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
