The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air, land, and water. Our work impacts every aspect of people's lives and is critical to the health and wellbeing of our residents and visitors. MassDEP is the lead agency for safe management of toxics and hazardous materials, promotion of waste reduction and recycling, preservation of the state's wetlands and coastal resources, air quality monitoring and pollution reduction, and so much more.

MassDEP's Bureau of Water Resources is seeking an experienced manager and environmental professional to serve as Division Director for the Division of Municipal Services. The Division team of about 23 staff consists of the Clean Water and Drinking Water State Revolving Fund (SRF) Programs responsible for statewide oversight of water infrastructure projects funded through the SRF program.

This fulltime position is based in MassDEP's Boston Office, located at 100 Cambridge Street, Boston, MA. A hybrid schedule may be offered.

Your essential job duties will include:

  • The Division Director will receive supervision from the Assistant Commissioner of the Bureau of Water Resources.
  • Serves as the Director of Program Development for the Massachusetts Clean Water Trust, MassDEP's partner in the administration of the SRF Program. The Clean Water Trust is composed by the Treasurer, MassDEP Commissioner and ANF Commissioner. MassDEP manages the projects, and the Trust manages the program loans and funds. The Director proposes agenda items and attends weekly public meetings of the Executive Committee of the Trust to coordinate program activities to ensure seamless service.
  • Manages the evaluation and selection of project proposals from local governments and public water suppliers to cause them to become eligible for state-subsidized SRF loans. The Director consults with MassDEP program managers and Senior Managers to identify priority problems to be financed.
  • Oversees the annual project solicitation that integrates the program priorities within the solicitation criteria and is responsible for the development of the Annual Project Priority List and the Intended Use Plan of SRF funded projects. The Director leads the IUP development that requires public review and comment review.
  • Manages programmatic efforts and communications with MassDEP regional and Boston program staff, as needed, to promote a collaborative approach on policy/regulatory implementation consistent with regulatory requirements, SRF Program goals and priorities.
  • Oversees required periodic program reporting and evaluation efforts in conjunction with program managers, EPA and the Clean Water Trust. Supports design and implementation of periodic strategic planning efforts that evaluate Program efficacy and update Program goals and objectives to promote efficiencies, support priorities, and respond to new mandates.
  • The Director represents the SRF Program at MassDEP during the annual EPA evaluation/audit and the independent annual financial audit that promote transparency and accountability of the SRF program to ensure projects are completed in accordance with requirements and funds are timely and properly used.

Preferred Qualifications

  • Demonstrated professional technical and managerial experience including project management, management of project solicitations, awards and public financing laws, workload prioritization and delegation, linking long-range visions and concepts to daily work, and client relations.
  • Ability to effectively supervise individuals and manage teams, including encouraging cooperative problem solving, establishing operating and/or reporting relations to support productivity and development, and fostering a culture of diversity, respect, and inclusion.
  • Experience with applicable state and/or federal environmental regulation including but not limited to the SRF regulations at 310 CMR 44.00 and 310 CMR 45.00, the Clean Water Act and the Safe Drinking Water Act, and knowledge of public bidding laws.
  • Ability to exercise excellent problem-solving skills to resolve conflict among a broad range of stakeholders with competing interests.
  • Ability to analyze complex information, draw conclusions, and summarize effectively for public audiences.
  • Ability to adjust to changing situations and be flexible to meet emergency or changing program requirements.
  • Ability to build and/or maintain friendly, reciprocal, professional relationships and networks of contacts.
  • General computer proficiency with word processing, spreadsheets, and presentation software, and web-based platforms.
  • Solid written and oral communication skills.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
