Job Description

The Executive Office of Labor and Workforce Development (EOLWD) seeks a Director of Federal Grants Management, reporting to the CFO in the Finance Department and working with the Department of Unemployment Assistance, MassHire Department of Career Services, and other EOLWD agencies with developing, maintaining, and overseeing the program's budget and fiscal monitoring activities at both the state and local levels. In addition to assisting with all requests for federal funding and monitoring throughout the year, the Director will support the development of grant applications and grant submissions, and lead and implement fiscal monitoring and reporting requirements.

Note: This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Compile financial information, develop budget requests, evaluate program budget needs, prepare budget reports, and develop internal allocations.
  • Manage the development and preparation of federal grant applications by providing information concerning but not limited to budget detail, procurement requirements, and fiscal monitoring.
  • Work with EOLWD staff to improve consistency, workflow, administrative procedures, and oversight of fiscal implementation and develop strategies to satisfy all federal and state financial accounting and reporting requirements.
  • Forecast budget expenditures and analyze trends to evaluate grant spending and funding.
  • Recommend procedures relative to grant administration based on the review of grantees' performance and compliance with the established legal and grant program requirements.
  • Manage responses to audits and oversee and execute implementation of corrective actions as it relates to the fiscal management of federal grants.
  • Develop detailed spreadsheets to manipulate and analyze financial data for monitoring and planning purposes and to record and track grant expenditures. Disseminate fiscal information in the form of financial and or narrative reports, charts, graphs, and tables on a monthly basis.
  • Review accounting data and reconciliation processes.
  • Coordinates assigned activities to ensure effective operations, good communication, and compliance with established program standards, goals, and objectives.

Required Qualifications:

  • Knowledge of the principles and practices of public finance, accounting, auditing, budgeting, and grants management.
  • Experience in federal grants management.
  • Experience with the foundations of accounting and financial management, including financial analysis forecasting, information recording, financial statements, and processing.
  • Ability to disseminate fiscal information in the form of financial and/or narrative reports, charts, graphs, and tables; capacity to collate, understand and analyze data and make effective recommendations.
  • Self-motivated and able to work independently as well as collaboratively with colleagues and external constituents.
  • Excellent analytical and communication skills, both written and verbal.
  • Proficient usage of Microsoft Office products including Excel, Access, Word, Outlook and/or Information Warehouse, Document Direct, Uniform Financial Reporting, or other programs used for data gathering and analysis.

Preferred Qualifications:

  • Familiarity with state and federal laws, rules, and regulations governing expenditures of state and federal funds.
  • Knowledge of the Commonwealth of MA budget process and MMARS a plus.
  • Proven leadership, communication, strategic planning, interpersonal skills, and collaboration including confidence and ability to effectively engage stakeholders in challenging or deadline-oriented situations.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
