Position Summary:

The Director of Communications and Digital Services will lead a team of media professionals and coordinate the communications strategy for the Department of Revenue (DOR). Reporting to the Associate Deputy Commissioner of Administrative Services, the Director will work collaboratively with senior leadership to develop and implement strategies to broaden the impact of DOR's web, social media and DOR 360 programs. The position will lead related projects for the Department, covering issues for tax administration, child support services, and local services.

This role requires a self-starter, capable of managing competing priorities. The incumbent will be collaborative, energetic, and creative. The Director will work well under pressure and will be able to meet deadlines. This person will preferably have proven managerial abilities with at least 3-5 years of experience with social media and communications strategy. The Director is on-call seven days a week, at times as needed, and must be committed and prepared for the demands placed upon the position.

Essential Duties:

  • Collaborate with senior leadership to develop communications strategies that will broaden programmatic reach and deepen impact.
  • Develop and refine DOR's messaging to ensure organizational consistency.
  • Serve as executive editor for the organization's website.
  • Manages staff who writes, designs, and produces a wide range of published materials.
  • Works with DOR divisions to promote new initiatives and bring their messages to customers.
  • Produces DOR's annual report.

Qualifications and Experience:

  • Significant communications experience that includes advocacy and digital media relations.
  • Knowledge and experience in communications, public relations or a similar area;
  • A strong track record of positioning an organization to achieve tangible outcomes in a competitive communications environment;
  • Strong written communication skills, required;
  • Very strong editing, public speaking and leadership skills, along with the ability to work with other employees;
  • Experience managing and executing across several communications media;
  • Experience with Microsoft Office Suite, required;
  • Experience with Adobe Creative Suite, preferred;
  • Experience with WordPress and/or HTML, preferred;
  • Willing to execute day-to-day tasks and work independently;
  • Capable leader, manager and coach for board, intern or volunteer talent;
  • Good entrepreneurial work ethic and business acumen;
  • Ability to prioritize and follow through effectively.

As part of the Future of Work initiative, the agency has adopted a hybrid work model. Hybrid work is a mix of in-office work and telework. This position will work remotely some days and in-person on other days.

An external candidate recommended for a position with the Department of Revenue will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.

The recommended candidate will be subject to extended background checks by this agency and the Executive Office of the Governor.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
