Job Description

This position provides statistical and analytical support to the Office of Statistics and Evaluation (OSE) to support statewide implementation of cross-cutting approaches to promote health and prevent and control chronic diseases and associated risk factors. This position will primarily support the Bureau of Community Health and Prevention's (BCHAP) efforts to improve the management of hypertension, cholesterol, and diabetes, including supporting data collection, analysis, and reporting for the community, clinical, and community health worker interventions associated with this work. The BCHAP team acknowledges the history of structural racism and its impact on health, and is committed to improving the quality of life for all Commonwealth residents while eliminating the inequities that threaten the lives of communities of color who are disproportionately affected by chronic diseases, including cardiovascular disease and diabetes, and their risk factors.

This position, under the supervision of the chronic disease Epidemiologist II, will provide support for data collection from health systems and community-based organizations; analysis of survey, medical records, claims, and hospitalization data; and reporting requirements for federally funded cooperative agreements.

Duties and Responsibilities (these duties are a general summary and are not all inclusive):

  • Conduct computer-based data analysis using the following software: SAS, Access, Excel, and ArcGIS
  • Analyze statewide, national, and program data sources to identify prevalence, mortality, and environmental, demographic, or social determinants of health factors that influence obesity, diabetes, heart disease, and stroke in Massachusetts residents.
  • Obtain and maintain access to the statewide surveillance data sources, as well as assist in identifying and obtaining additional data sources on diabetes, heart disease and stroke
  • Prepare descriptive and analytic reports that include graphs, charts, tables, and GIS maps.
  • Create and update data documents, manuscripts, abstracts, and fact sheets as needed.
  • Work collaboratively with evaluation team and program staff on evaluation activities related to the diabetes and cardiovascular health grants.
  • Coordinate with chronic disease epidemiologist II and other evaluation staff to report on cooperative agreement performance measures, performance indicators, and grant narratives.
  • Assist with developing and writing peer-reviewed publications. Give oral presentations of data findings to internal (DPH) and external audiences.
  • Participate in internal meetings and external training opportunities.
  • Provide data-related trainings to internal staff and external partners as needed.
  • Attend meetings for the Office of Statistics and Evaluation and Bureau of Community Health and Prevention.
  • Perform other duties as required (including in-state and occasional out-of-state travel).

Qualifications:

  • Understanding of social determinants of health and a strong commitment to health and racial equity.
  • Have an understanding of equity, and its impact on access to resources and health
  • Have a grasp of program evaluation
  • Mastery of qualitative data collection and analysis
  • Proficient in SAS coding and the manipulation of data utilizing SAS
  • Understanding of the process of collecting and analyzing qualitative and quantitative data
  • Experience analyzing and contextualizing data within the context of historical and structural racism
  • be experienced in using survey data and large data sets (e.g., BRFSS, claims data or medical records)
  • Strong communication skills
  • Experienced in working in groups and collaborating with others
  • Able to independently coordinate projects and activities
  • Have a willingness to learn new technical skills (e.g., GIS mapping software, propensity scoring)
  • Proficiency in establishing and maintaining harmonious and collaborative working relationships with others.
  • Able to oversee tasks and projects independently with minimal supervision
  • Ability to adjust to changing situations to meet emergency or changing program or production requirements.
  • Strong oral and written communication skills, and experience working in groups and collaborating with others.
  • Capacity to give oral and written instructions in a precise and understandable manner.
  • Able to make effective oral presentations

Period of Service:9/1/2024 - 8/31/2025 (Renewable subject to appropriation)

Additional Information:

  • Benefits are unavailable with the exception of sick leave accruals.
  • Merit and C.O.L.A. increases may be included.
  • Contracts are renewable, subject to the Department approval, performance, and allocation of funds.
  • All employees will be paid on a biweekly basis and must have direct deposit.
