The Massachusetts Department of Public Health (DPH) is seeking a dynamic and visionary Deputy Fiscal, Contracts and Procurement Director for its Administration & Finance (A&F) unit. This leadership role supports the financial and operational needs of multiple DPH offices, including budget planning, grant compliance, contract management and oversight, and procurement activities. The Deputy will play an essential role in ensuring fiscal accountability and strategic alignment with the DPH mission to promote health equity and wellness across the Commonwealth. Working collaboratively with diverse teams, the Deputy develops systems to streamline pre- and post-award grant activities, provides technical guidance, and fosters operational excellence to advance public health initiatives.

Duties and Responsibilities (these duties are a general summary and are not all inclusive):

  • Oversee financial planning, budget forecasting, and reporting processes, ensuring compliance with federal and state regulations, including grant and contract requirements.
  • Review and process contracts, commodity purchases, and lease agreements in accordance with Operational Services Division (OSD), Office of the State Comptroller (CTR), and Executive Office of Health and Human Services (EOHHS) policies.
  • Lead the development of tools and systems for tracking pre- and post-award grant activities, procurements, and contracts to enhance accuracy, oversight, and planning.
  • Provide guidance and oversight on budget preparation, spending plans, procurement strategies, and grant compliance to support programmatic goals and fiscal priorities.
  • Collaborate with key stakeholders, including Budget, Purchase of Service, Accounting, and Legal offices, to ensure effective fiscal operations and resolve issues promptly.
  • Supervise and mentor staff, fostering professional development through training in relevant systems and applications, such as Massachusetts Management Accounting and Reporting System (MMARS), Purchase of Service Tracking System (PTS), Enterprise Invoice Management (EIM), and Commonwealth Information Warehouse (CIW).
  • Develop and implement strategies for resource management, revenue enhancement, cost containment, and financial analysis to optimize program efficiency.
  • Conduct performance evaluations, provide feedback, and encourage a culture of team-building, motivation, and continuous improvement.
  • Manage fiscal aspects of grant applications and renewals, ensuring timely and accurate submissions and compliance throughout the grant lifecycle.
  • Communicate effectively with internal and external stakeholders, offering technical assistance, training, and support to ensure alignment with the department's mission and objectives.

Preferred Qualifications

  • Experience working with state contracts. Comprehensive knowledge of state and federal finance laws, regulations, and processes, including MMARS, the CIW, procurement laws, and federal grant management.
  • Strong understanding of public health infrastructure, operational management, and alignment with DPH mission and priorities.
  • Extensive experience in budget preparation, financial reporting, payroll forecasting, and projections, with advanced proficiency in Microsoft Excel and Word.
  • Highly skilled in problem-solving, consensus building, and conflict resolution, with a commitment to fostering a culture of diversity, equity, and inclusion.
  • Strong attention to detail and exceptional organizational abilities, including multitasking, managing and prioritizing multiple projects, and adapting to changing priorities in a dynamic environment.
  • Demonstrated verbal and written communication skills, maintaining professionalism, confidentiality, and the ability to engage effectively with diverse stakeholders.
  • Proven ability to plan, delegate, and oversee tasks while fostering collaboration and supporting team growth as a self-starter and leader.
  • Strong attention to detail, curiosity, and openness to learning new skills and systems to enhance operational efficiency.
  • Excellent interpersonal skills including the ability to form strong working relationships with vendors and program staff.

The mission of the Massachusetts Department of Public Health (DPH) is to prevent illness, injury, and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
