HUMAN TRAFFICKING DIVISION

Attorney General Andrea Joy Campbell is seeking a highly motivated and experienced attorney to join her management team as Deputy Division Chief of the Human Trafficking Division. The Human Trafficking Division is a statewide division under the Criminal Bureau of the Attorney General's Office.

The Human Trafficking Division investigates and prosecutes sex trafficking and labor trafficking criminal cases across all jurisdictions of Massachusetts. Investigations involve working within a multi-disciplinary team that includes victim witness advocates, law enforcement officers, financial investigators, and digital evidence examiners, as well as connecting with service providers to approach potential human trafficking scenarios. The approach may include victim and witness interviews, assessment of financial and documentary evidence, and collaborating with law enforcement on search warrants. The Human Trafficking Division also plans and participates in training, outreach, and policy efforts to address human trafficking throughout the state.

Primary Duties:

The Deputy Division Chief will assist the Division Chief with managing the division's Assistant Attorneys General and support staff. Supervisory responsibilities will include overseeing the investigation and prosecution of cases, reviewing search warrants sought in connection with investigations, reviewing and editing internal memoranda, mentoring division staff, and assisting them with skills development. The Deputy Division Chief will also handle their own caseload of human trafficking matters from investigation through sentencing. This casework includes working within the multi-disciplinary team to evaluate complaints and initiate investigations of sex and labor trafficking; formulate investigative strategies; prepare search warrants; analyze financial and other documents; interview witnesses; conduct document and witness-intensive grand jury investigations; prepare immunity and/or cooperation agreements, as needed; make charging, venue, and plea-bargaining recommendations; and prosecute complex criminal cases in superior courts at all stages from arraignment through trial. The Deputy Division Chief will assist the Division Chief in directing the work of the Commonwealth's Anti-Trafficking (CAT) Task Force, a multi-disciplinary task force that assembles partners across sectors to comprehensively address all forms of human trafficking in the Commonwealth. The Deputy Division Chief will assist the Division Chief with preparing and presenting training and outreach efforts for various stakeholders and community groups.

Position Type: Full-Time/Exempt. Our current hybrid model includes some remote workdays for most positions.

Salary: $126,531.00

Qualifications

Position Requirements :

At least five years of litigation experience is highly desirable, including experience as a criminal prosecutor or defense attorney, in addition to knowledge of, or ability to gain an understanding of, the Massachusetts human trafficking statutes and the comprehensive legislation that addresses the exploitation of children and adults. Experience investigating and prosecuting human trafficking, sexual assault, and/or domestic violence cases is preferred. Exceptional analytical, writing, and oral advocacy skills are essential. Jury trial and grand jury experience are required. Demonstrated ability to conduct complex investigations and prosecutions and carry a significant caseload. Demonstrated ability to work collaboratively within a team, including law enforcement and investigators, victim support personnel, and anti-trafficking stakeholders. This position requires prior management and/or supervision experience and the ability to manage a diverse staff with varying levels of experience and responsibilities. Additionally, we seek a candidate who exercises good judgment, thinks strategically and practically, has excellent legal research and writing skills, is a confident decision-maker, and wants to lead a busy team that investigates and prosecutes a wide variety of criminal cases. Good interpersonal skills and the ability to work effectively with the public. The successful candidate will be able to demonstrate a connection to the people and communities we serve and an interest in supporting a respectful and inclusive work environment.

Must be a member of the Massachusetts Bar. A valid Massachusetts driver's license is required, as travel is necessary to various courts and offices throughout the Commonwealth. Our current hybrid model includes some telework days for most positions.
