Job Description

The Office of Emergency Medical Services (OEMS), part of the Massachusetts Department of Public Health, is seeking a dynamic and seasoned administrator to play a key role in advancing the health and safety of the Commonwealth's residents as the Deputy Director of Office of Emergency Medical Services. In this role, you will manage OEMS staff and daily operations to uphold and enforce regulations. You will also collaborate closely with the OEMS Director to oversee the licensure, regulation, and certification of ambulance services and EMTs, ensuring that the Commonwealth's emergency medical services meet the highest standards of quality and effectiveness. This role is essential for a leader who thrives in a collaborative environment and is passionate about public health and emergency services. With a focus on staff management, quality improvement and operational efficiency, you will help shape the future of emergency medical services across Massachusetts, ensuring that all residents have access to safe, effective, and high-quality care when they need it most. Reporting directly to the OEMS Director, you will be instrumental in driving the mission of the Bureau of Health Care Safety and Quality, working to protect and promote the health of everyone in the Commonwealth.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

Leadership and Engagement

  • Promote a statewide community-based emergency medical services (EMS) system that reduces premature death and disability from acute illness and injury through the coordination of local and regional EMS resources.
  • Working with the OEMS Director, assist with the planning, analysis, development, and implementation of policies and regulations for EMS services and providers throughout Massachusetts.

Staff Management and Operations Oversight

  • Supervise and evaluate work performance of staff tasked with licensing ambulance services as well as the certification of emergency medical technicians and accredited training institutions.
  • Review and develop recommendations to update and improve operational processes and procedures; ensure manuals and other workflow documents are developed, maintained and updated.
  • Oversee OEMS team strategic plans, objectives, and provide adequate resources to meet team and organizational goals.

Quality Improvement

  • Design, implement and evaluate the standards of care across systems.
  • Support development and implementation of statewide quality improvement initiatives with the OEMS Director, the state EMS medical director and EMS regional councils.
  • Assess and provide quality improvement strategies to improve practice and performance throughout the systems using community-based and consensus-building processes.
  • Provide leadership and establish program goals and objectives to ensure high-quality training and ambulance service licensure/certification and re-licensure/recertification of all regulated parties.

Collaboration

  • Work cooperatively and collaboratively as part of the public safety systems within the Commonwealth.
  • Work cooperatively and collaboratively with Bureau leadership and program managers with assessment, development and implementation of technical solutions as well as policy and operational initiatives.

Preferred Qualifications:

  • Minimum of 3 years in a supervisory or managerial capacity.
  • Strong staff management and process management skills.
  • Skilled in problem solving, consensus building, conflict resolution and team building.
  • Ability to identify risks and develop and apply logical and effective mitigation strategies.
  • Knowledge of the principles and practices of management, including planning, organizing, directing, motivating, controlling, and decision making.
  • Capacity to analyze and determine the applicability of program data, to draw conclusions, and to make appropriate recommendations.
  • Knowledge and experience with Massachusetts EMS programs and service delivery.
  • Ability to establish rapport with persons from different ethnic, cultural and/or economic backgrounds.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
