Job Description

The Department of Unemployment Assistance (DUA) administers the Unemployment Insurance (UI) program which provides temporary income assistance to Massachusetts workers who are unemployed through no fault of their own and who are able to work, available for work and looking for a job.

The Deputy Director of Revenue will steer the day-to-day operations of the department's programs and the UI Benefit Reimbursement Program, impacting over 200,000 Massachusetts employers. The role includes promptly and effectively addressing external inquiries, aiding employers in legal compliance, and enforcing tax laws to correct and deter delinquent behaviors. The incumbent will manage a diverse and complex set of tax operations, ensuring DUA's Revenue Department meets stringent Federal quality and timeliness standards, and fostering crucial links with UI Benefit Programs planning and systems operations.

The Deputy Director assesses and analyzes the department's operations to gauge performance, adherence to policy, and spot areas for improvement. This involves implementing new workflows or business processes to boost efficiency and compliance with federal and state laws. Acting as the central coordinator and liaison, the Deputy Director oversees DUA Revenue's finance-related functions, transactions, budget planning, and monitoring.

Partnering with the Director of Revenue, the Deputy Director coordinates the provision of all UI-related data for audits, ensuring it meets audit requirements and remains consistent year over year. You'll work closely with the EOL Director of Internal Audit/Internal Controls and Security on all audit-related matters and collaborate with the EOL Director of Financial Reporting on data for quarterly financial statements.

Responsibilities also include coordinating special projects, such as operational support for annual Service Pack updates to EMT. The incumbent will document business processes, procedures, and identify training needs across the department, developing staff training in collaboration with UIPP. As a key leader in the department, the Deputy Director drives continuous improvements and supports the Director of Revenue in achieving agency and secretariat strategic objectives, fostering a positive, solution-focused, and collaborative work culture by leading by example.

Preferred Qualifications:

  • Ability to direct, motivate, and manage decision making process.
  • Extensive knowledge of MGL Chapter 151A and all relative EMAC statutes/regulations
  • Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic evaluation; determining subordinates' training needs and providing for or arranging for such training; motivating subordinates to work effectively; determining the need for and initiating disciplinary action.
  • Ability to lead and direct staff in the accomplishment of agency priorities and goals.
  • Ability to meet program deadlines; to prepare and monitor budgets; and effectively resolve productivity issues.
  • Ability to understand, apply, and interpret the provisions of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing agency operations.
  • Ability to utilize extensive call center and UI Online technology in managing operational decisions.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
