Job Description

Working under the supervision of the Director of Energy Efficiency ("EE"), the Deputy Director of Building Policy will assist the Director and the Deputy Director of Building Codes in the coordination and management of the Energy Efficiency Division and in the development and implementation of building policy for DOER. The Deputy Director will act as a stand-in for the Director when the Director is unavailable or when the management of projects and team members requires additional coverage.

The Deputy Director will serve as a policy lead and subject matter expert in climate mitigation policies in Massachusetts as they relate to residential and commercial buildings. The Deputy Director will be required to develop and present policy development to the Commissioner and EEA. Policies will include building energy reporting, appliance standards, and other building policy areas as needed. The Deputy Director will supervise 2-4 members of the Division (initially, subject to change).

The Energy Efficiency Division is responsible for leading Massachusetts energy efficiency policy and programs. In addition to chairing the Commonwealth's Energy Efficiency Advisory Council (EEAC), which provides oversight of Massachusetts' energy efficiency programs, the Division funds initiatives and administers grant programs to dramatically reduce greenhouse gas emissions in buildings. The Division actively coordinates with other DOER divisions and state agencies to meet the Commonwealth's clean energy and climate mandates though buildings policy and programs including the Massachusetts Environmental Protection Act (MEPA), the Building Energy Code, building energy reporting, and other greenhouse gas (GHG) reduction strategies.

The Deputy Director's primary responsibilities will include:

  • Support the Director and coordinate closely with Director and Deputy Director of Building Codes to manage and coordinate the division's work, set priorities, and develop new program and policy ideas to deliver scalable, affordable, and equitable GHG emissions reductions from residential and commercial buildings in Massachusetts.
  • Supervise staff including defining work products and timelines and foster an inclusive and collaborative culture within the EE Division.
  • Assist the Director and Deputy Director of Building Codes in the management and coordination of the Division, including project management, organizing division meetings, and other division needs. Lead in developing and implementing systems to track projects and staff deliverables.
  • Serve as stakeholder liaison and lead the EE Division in responding to stakeholder inquiries.
  • Lead EE Division's efforts with monitoring federal appliance standards, participation in related stakeholder groups and the Commonwealth's adoption of appliance standards to advance the adoption of increased energy efficient products and technologies.
  • Support the EE Division's work with the Executive Office of Energy and Environmental Affairs climate team to plan and track progress toward statewide GHG requirements.
  • Support EE Division and other DOER Divisions with Department of Public Utilities (DPU) proceedings that impact building decarbonization such as gas and electric system planning and rate cases.
  • Develop relationships with other states and throughout the region to keep track of best practices and lessons learned from other programs and identify opportunities for regional coordination to advance energy efficiency and building decarbonization.


  • Manage the implementation and delivery of the Building Energy Reporting Program to ensure compliance with the relevant legislation and regulations.
  • Support priority policy and program implementation within the Division as needed, including building energy codes, Massachusetts Environmental Policy Act GHG Policy, Mass Save, grants and financing programs.

Required Qualifications

  • Strong analytical and writing skills
  • Knowledge of excel and data analysis
  • Strong organizational skills, with proven project management skills
  • Excellent problem solving and analytical skills
  • Experience with public speaking
  • Experience integrating equity and environmental justice principles into policy or programs


  • Knowledge of the delivery of energy efficiency and decarbonization services in the Commonwealth and a basic understanding of building science

Preferred Qualifications

  • Energy efficiency program design
  • Understanding of utility ratemaking

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
