Job Description

MassHealth is seeking a strategic and mission-oriented Deputy Chief of Staff. The selected candidate will work on high-priority initiatives across the organization, as project manager, strategic advisor, and cross-team coordinator. The Deputy Chief of Staff will coordinate across teams to achieve key objectives, respond to urgent asks from other agencies and external stakeholders, and develop and implement new policies.

Strong candidates will have experience managing complex, cross-functional initiatives and is comfortable working in a fast-paced organization with evolving priorities. Strong candidates also have experience prioritizing and working on a variety of tasks across different teams, with differing levels of scope, content. A background in and passion for public service, health care, and health equity preferred.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Plan, organize and implement projects and special initiatives at the direction of the Chief of Staff and Medicaid Director.
  • Design and manage cross team coordination and stakeholder engagement strategies for high priority inter-departmental policies and projects.
  • Develop, communicate, and implement office wide policies and professional development opportunities to MassHealth staff to advance organizational effectiveness and efficiency.
  • Advise the Medicaid Director and Chief of Staff in deciding strategic, policy, program, financial, operational and service provision issues.
  • Support preparation of memos, presentations, research, and documentation for the Director and Chief of Staff on policy, program, and financial issues and strategies;
  • Represent the Director in meetings with staff, state and federal agencies, the legislature, institutions and the general public.
  • Review pertinent correspondence and Medicaid related materials on a daily basis.
  • Perform other job-related duties as assigned or requested.

Preferred Qualifications:

  • Experience in consulting, project management, strategy, health care, policy development, government, and/or Medicaid.
  • Excellent analytic, interpersonal, project management, negotiation, leadership, problem solving, and management skills.
  • Passion for public service.
  • Experience leading and managing complex, cross-functional projects successfully and on-time.
  • Knowledge and experience in program policy and development, analysis, and program evaluation.
  • Ability to manage numerous projects simultaneously to successful completion.
  • Ability to adjust to varying and changing situations to meet required objectives.
  • Ability to conceptualize the decisions and information needs of the Medicaid Office and identify policy choices and options creatively.
  • Ability and motivation to learn quickly, and to work independently and collaboratively, including establishing and maintaining effective working relationships.
  • Ability to work with Cabinet Secretaries, high-level state officials and other parties and stakeholders.
  • Ability to communicate effectively.
  • Experience presenting information in Microsoft Word, PowerPoint, and Excel

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

**Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range .
