The Executive Office of Technology Services and Security (EOTSS) is the state's lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. EOTSS is seeking a motivated, experienced IT professional to join the Enterprise Application Services Team as a Data Warehouse Technical Manager. This is an exciting opportunity for an IT professional to join an exceptionally skilled team and contribute to critical statewide initiatives. The incumbent of this position will supervise a team of developers contributing to the design, development, and maintenance of the Commonwealth Information Warehouse (CIW) and/or other Commonwealth applications in conformity with customer, Application Office, and Commonwealth standards and procedures. This individual will be expected to provide input in the development of the product's technical direction, overall architecture, and participate in all scheduled upgrades and activities.

The successful candidate possesses a high level of technical, programming and data warehousing skills. This individual must demonstrate the ability to multitask, supervise and mentor team members, and support and practice EOTSS Team values. The incumbent must demonstrate effective communication, team management, operational management, financial management, and vendor/contract management. As part of the enterprise applications group, this individual will assume other responsibilities based on organizational needs and as assigned by senior leadership.
The primary work location for this role is 200 Arlington Street Chelsea, Massachusetts 02150. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Primary location, shifts, and days in-office are subject to change based on operational needs.
Responsibilities:
• Gain a thorough understanding of the business and business processes supported by the CIW.
• Understand the technical architecture and all components of CIW including expertise level knowledge of Oracle and SQL Server databases; the development of ETL processes, appliance server technology, Cloud (AWS) technology offerings and development of database objects.
• Work in conjunction with the business, customers and EOTSS 's Infrastructure Planning Group in the design and development of technical architecture for the CIW, adherence to CIW and EOTSS data security constraints and system availability.
• Develop technical documentation and models according to the Application Office standards, policies and procedures.
• Manage a team of developers; managing and prioritizing workload, training and mentoring staff, providing guidance, and conducting reviews, ensuring compliance with Commonwealth HR policies and procedures.
• Ensure that work is completed in a timely manner; meets customer business needs and will execute correctly and efficiently within the production environment by creating technical design artifacts developing code with a high level of proficiency, performing detailed and thorough testing and actively participating a walkthrough of artifacts.
• Work with team members to verify that additions to the batch processing cycle are well documented, have all necessary alerts defined, execute in the most efficient manner, and will run without manual intervention.
• Complete all software configuration/turnover tasks according to documented procedures and best practices.
• Clearly and concisely communicate the status of all assigned tasks to management and customers according to published workflows.
• Keep production application(s) running correctly during assigned on-call periods, which are scheduled on a rotating 24-hour, 7-days-a-week-basis - when assigned to an on-call rotation cycle, the incumbent is an essential employee and must be prepared to perform on call duties, onsite or remotely, during emergencies.
• Investigate all issues and problem solve according to published workflows.
• Actively support EOTSS's mission, team values, initiatives, and priorities to enable the success of our customers.
• Keep up to date on job related technical issues, new trends, and product directions.
• Perform other duties as required.
Required Qualifications:
• Three (3) plus years of experience in the field of information technology applications development as an Application Designer/Developer for a complex data warehouse.
• Minimum of two (2) years of leadership experience; managing and prioritizing workload, training and mentoring staff, and ensuring compliance with Commonwealth HR policies and procedures.
• Mentor and direct the staff to ensure the goals are reached.
• Experience with the concepts and practices of data modeling and ETL processes.
• Experience working as a data warehouse developer using Microsoft SQL Server, Oracle, Informatica (IICS) ETL mappings and workflows, or similar ETL tools.
• Ability to develop or support programs using SQL and knowledge of Cognos, Tableau and/or similar business Intelligence tools.
• Expertise in the concepts and fundamentals of database structures and data warehousing, including dimensional modeling, metadata, data cleansing, security, technical standards, and performance tuning.
• An understanding of data warehouse platforms such as Snowflake, AWS Redshift, SQL Server, and Oracle database management systems.
• Ability to understand the infrastructure and network topology as needed to support applications.
• Excellent interviewing and facilitation skills used for gathering detailed and comprehensive requirements.
• Ability to communicate effectively, both orally and in writing.
• Ability to establish and maintain harmonious working relationships.
• Possess both coaching and mentoring skills, strong interpersonal skills that effectively support customer and vendor relationship management.
• Ability to display sound business judgement.
Preferred Qualifications:
• Five (5) plus years of experience in the field of information technology applications development as an Application Designer/Developer for a complex data warehouse.
• Strong knowledge and hands-on experience with Agile SDLC methodology or other relevant methodologies is desired.
• Experience with job scheduling software (Control-M) is desired.
• Hands-on experience using open-source solutions and tools is desired.
• Knowledge of business intelligence is highly desired.

Minimum Entrance Requirements:
Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology data analytics, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience.
III. A Master's degree or higher in a related field may substitute for the required experience .
