The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth's Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. About the MDO:
Under the leadership of the Chief Data Officer, the Massachusetts Data Office (MDO) partners with organizations across state government to transform how agencies use data to improve policies, services, and operations and better serve Massachusetts residents. We establish data procedures and policies, streamline data systems, and drive innovation in enterprise-wide data management and analytics. We're responsible for the enterprise data and information strategy and for facilitating data sharing among state agencies and with the public.
About this role:
The MDO is seeking to hire an experienced Data Sharing Program Coordinator to join our growing Enterprise Analytics Team. Enterprise Analytics is a statewide program to help state agencies access and better use data for decision-making. As Data Sharing Program Coordinator, you will work directly with the Director of Enterprise Data Governance and the data governance team to drive the development and adoption of data governance policies and standards across state government and promote the smooth circulation of high-quality data for analytics and decision-making.
This role involves engaging with internal EOTSS staff, as well as external stakeholders at our partner agencies across state government. You will play a crucial role in developing and implementing our statewide data governance framework and aligning internal and external stakeholders with data governance program objectives, strategy, and roadmap implementation activities. Your responsibilities, span policy development and implementation, stakeholder communication, management of program activities, and compliance monitoring.

The primary work location for this role is One Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Primary location, shifts, and days in-office are subject to change based on operational needs. Applicants should be located within a reasonable commuting distance from the primary work location.
All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.
Key Responsibilities:
• Develop, implement, and maintain a comprehensive data governance framework, including policies, standards, procedures, and guidelines; collaborate with stakeholders across state government to ensure buy-in and adoption of the framework.
• Analyze the impacts and risks of policy choices under consideration.
• Document and maintain data standards; partner with functional and business data owners to map existing data structures, usage, and common definitions.
• Manage processes to facilitate smooth data sharing between state agencies; identify and implement process improvements.
• Work with EOTSS internal and external customers to prioritize and develop plans to address data governance and data management challenges pertinent to their work.
• Design, build, and implement efficient and accurate control processes to assess data quality and compliance with data governance policies.
• Provide consulting support to our state agency partners; advise and develop training on policies, standards and guidelines, and promote effective practices which minimize risk and ensure adherence to industry standards related to data privacy and security.
• Promote a data-driven culture across the organization.
Preferred Knowledge, Skills & Abilities:
• Three (3) years of experience in a relevant data governance or data management role, with a demonstrated ability to implement data policies, ensure data integrity, and support data sharing initiatives.
• Excellent communication and presentation skills, with the ability to translate complex technical concepts and effectively communicate with technical and non-technical audiences across all levels of the organization.
• Proven ability to collaborate and build strong relationships with diverse cross-functional teams in a complex matrixed environment, facilitating alignment on data governance strategies and ensuring seamless data sharing across departments.
• Demonstrated ability to analyze, develop, and document policies, processes, and requirements to support data governance activities.
• Strong customer service and problem-solving skills; demonstrated experience translating business challenges and requirements into actionable plans and delivering against those plans.
• Strong team player with ability to work independently, make decisions, and meet deadlines with minimal oversight.
• Experience with data quality management, metadata management, and data security.
• Ability to handle and maintain confidential and other sensitive data.
• Strong understanding of data governance principles, best practices, and tools.
• Knowledge of the DAMA framework.
• Familiarity with structured, semi-structured, and unstructured data types.
• Familiarity with data architecture and data modeling.
• Proficiency in SQL, AWS, Snowflake is a plus.
• Familiarity with domain-driven design and system development lifecycles (SDLCs) is a plus.

Minimum Entrance Requirements:
Applicants must have at least (A) one (1) year of full-time or equivalent part-time, professional, or practical experience in information technology project management or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree or higher in a related field may be substituted for the required experience .
