About EOTSS and the Massachusetts Data Office:
The Executive Office of Technology Services and Security (EOTSS) is the state's lead office for information technology. We provide enterprise-level IT services, and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive data and digital services to 40,000 internal stakeholders plus the residents, businesses, and visitors to the Commonwealth of Massachusetts.
Under the leadership of the Chief Data Officer, the Massachusetts Data Office (MDO) partners with organizations across state government to transform how agencies use data to improve policies, services, and operations and better serve Massachusetts residents. We establish data procedures and policies, streamline data systems, and drive innovation in enterprise-wide data management and analytics. We're responsible for the enterprise data and information strategy and for facilitating data sharing among state agencies and with the public.

About this role:
The MDO is hiring a Project Manager (PM) to ensure successful delivery and maintenance of a coordinated set of projects to improve data operability and data analysis across the Commonwealth. As a Project Manager, you'll work with cross-functional business and technical teams to deliver on critical data analytics projects. You will scope projects according to business and technical requirements, maintain project strategies, plans, and other artifacts, track project risks, and ensure on-time and on-budget delivery.
This position is a full-time opportunity. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST, in a hybrid remote arrangement with 2-4 days per month-more as needed-spent at the primary work location: One Ashburton Place, Boston, Massachusetts 02108. Applicants should be located within reasonable commuting distance from the primary work location.
Responsibilities:
- Lead large-scale data projects with cross-functional teams
- Scope projects according to business and technical requirements
- Create and maintain project strategies, roadmaps, and budgets, and develop communications strategies to support project goals
- Work with business and technology partners to solicit and document business requirements and translate them into technical requirements
- Develop and document technical standards, practices, and policies
- Anticipate and manage risks to timelines and budgets to eliminate obstacles and ensure timely completion of deliverables
- Facilitate technical support, including architectural and compliance reviews
- Lead internal team meetings and engagement meetings with managers, leadership, and other stakeholders
- Manage client relationships and product transitions to clients
- Leverage the Agile methodology in project design and execution
Preferred Knowledge, Skills & Abilities
- Minimum of 5 of experience in project management with capability of managing complex, cross-functional data operability and data analytics-based projects
- Experience managing client-facing projects, preferably in a data- or IT-related field
- Experience creating and implementing project plans and schedules that meet project objectives
- Able to build realistic project budgets and timelines and deliver within them
- Adept at evaluating and addressing project obstacles and drawing on the right resources at the right time to solve problems
- Working, up-to-date knowledge of data tools and technologies
- Experience working in an Agile environment; strong, demonstrated project organization skills, including with PM software tools (e.g. JIRA, Asana); experience managing project 'boards,' leading team stand-ups and slating/grooming/demo sessions
- Able to manage multiple workstreams simultaneously
- Excellent verbal and written communications skills
- Excellent human relations skills; able to work effectively with leadership, business managers, technical resources, and varied stakeholders to meet project objectives
Distinguished qualifications:
- Solid understanding of data analysis and development processes and problems
- Experience delivering large-scale data analytics or engineering projects, particularly involving multiple and diverse clients
- Working familiarity with cloud-based processing platforms (e.g. AWS, Azure)
- Experience working in a matrix organization
- Interest in public-sector work; experience delivering projects to government clients
- PMP Certification desired but not required

Minimum Entrance Requirements:
Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor's degree or higher in a related field may substitute for the required experience.
