The Operational Services Division's (OSD) Performance Analytics Team is looking for a skilled Data Governance and Architecture Strategist to transform OSD's data framework. This full-time role will involve creating and executing a robust data architecture and governance plan to improve data-driven decision-making throughout the organization. The strategist must blend technical knowledge, strategic thinking, and collaborative skills to build a culture of data accountability, enhance data literacy, and help team members effectively use data resources. The candidate should have deep expertise in data governance, architecture, strategic data management, system integration, and aligning data across the organization.

The Performance Analytics Unit, an 8-person team led by the Director of Performance Analytics and reporting to the Deputy Assistant Secretary for Operational Services, plays a vital role in supporting OSD's data consolidation, system management, visualization, and dashboard functions. This team provides essential data insights and solutions that enable other units-such as Strategic Sourcing, Local Government Enablement, Training, the Office of Vehicle Management, the Climate Unit, and more-to operate efficiently and make informed decisions.

Job Functions.

Key Responsibilities:

1. Data Governance Framework

  • Establish and enforce data governance policies and procedures to maintain data integrity, quality, and regulatory compliance.
  • Define and document guidelines for data usage, privacy, and access control.

2. Unified Data Nomenclature and Taxonomy

  • Develop and maintain a standardized data terminology and taxonomy framework to promote consistency across OSD departments.
  • Enforce the uniform application of terms and definitions across data assets for improved clarity and accessibility.

3. Data Stewardship and Classification

  • Collaborate with stakeholders to define roles for data ownership and stewardship, enhancing accountability and data management.
  • Establish and manage a consistent data classification schema that supports data discoverability and control.

4. Business Data Mapping and Flow Documentation

  • Create comprehensive business data maps across OSD, aligning data architecture with core business processes and organizational goals.
  • Ensure data structure supports business objectives and enhances process efficiency.
  • Map data sources, flows, and dependencies across OSD to improve transparency, traceability, and operational efficiency.
  • Identify essential elements and interactions within the organization.

5. Data Modeling and Architecture Design

  • Design and implement data models that enhance support for business processes and improve data accessibility across units.
  • Build scalable, robust models aligned with OSD's business and technical requirements.

6. System Integration and Centralized Data Hub Development

  • Partner with team members to integrate data systems, creating a unified and accessible data structure.
  • Build a centralized data hub to unify data assets, enabling streamlined access, consolidation, and efficient data management.
  • Work closely with cross-functional teams to identify data needs and unify data sources into a cohesive ecosystem.

7. Data Resource Management

  • Oversee data storage, retrieval, and security to ensure optimal resource management.
  • Implement measures to streamline data storage and access, ensuring security of data resources.

8. Analytical Insights and Trend Analysis

  • Use data analytics tools within the centralized hub to generate actionable insights that inform strategic decision-making.
  • Conduct trend analysis across departments to support data-driven strategies and identify patterns that enhance organizational initiatives.

9. Performance Tracking and Reporting

  • Develop and implement database views that support dynamic dashboards and provide readily accessible information for both power users and general staff. These views are designed to streamline data retrieval, ensuring that key performance metrics and essential data insights are available to support decision-making, reporting, and operational needs across OSD.
  • Develop dashboards and reporting mechanisms to monitor KPIs and data quality metrics.
  • Regularly update and align metrics with OSD's objectives.

Qualifications

Minimum Entrance Requirements:

Applicants must have (A) at least four years of full-time or equivalent part-time professional experience performing related duties that include business data recovery, analysis, query design, reporting and statistical analysis; or (B) any equivalent combination of the required experience and the substitution below.

Substitutions:

I. A Bachelor's degree with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for two (2) years of the required experience

II. A Master's degree or higher with a major in Mathematics, Economics, Computer Science, Information Management, Statistics or a related field may be substituted for three (3) years of the required experience
