About the Organization:

The Executive Office of Public Safety and Security (EOPSS) is responsible for the policy development and budgetary oversight of its secretariat agencies, independent divisions and programs, and several boards which aid in crime prevention, homeland security preparedness, and ensuring the safety of residents and visitors in the Commonwealth.

About the Role:

The Credible Messenger Program (CM) seeks to work with incarcerated individuals within 120 days of release who have been identified most at-risk to recidivate. The primary purpose of the Credible Messenger Director (CM Director) position is to provide direct management of the Credible Messenger team as they assist an individual as they return to their community providing reentry support and services prior to release and continued case management support for up to 1-year post-release.

Responsibilities include daily oversight of the CM program and team, supervision of the CM Manager and CM Team, monitor case management, data entry and CM compliance with program policies and procedures. Oversee all steps in the recruitment process for staff and clients in the program. Develop and grow internal and external partnerships to broaden client access to resources and opportunities that promote personal, educational, vocational, financial development and self-sufficiency.

Provide daily supervision and support to CM team. Provide monthly 1:1 supervision of CMs, provide crisis intervention and support of CMs and clients. Oversee assignment of caseloads. Design, deliver and/or coordinate high quality professional development for CM team.

Provide daily supervision and support to the CM Manager including support around monitoring and coordination of CM appointments in DOC/HOC facilities, CM vehicle usage and maintenance, monthly review/audits to ensure data is maintained and is reliable.

Perform administrative supervision tasks including overseeing the program budget, weekly timesheet approvals, performance evaluations, and mileage reimbursement.

Collaborate with DOC facility staff to identify and facilitate successful referrals/intakes into the Credible Messenger Program and schedule facility appointments. Work with the CM Manager to attend monthly facility triage meetings and quarterly program check-in meetings.

Oversee all aspects of CM Program data management; provide CM team with updated client data from DOC data management system, work with Salesforce/MTX to maintain CM data system, provide CM team database training, design data reports and conduct monthly data audits.

Develop and grow relationships with internal and external agency partners (DOC, Parole, Probation, Courts, MassHire, DCF, RMV/DTA), community stakeholders and service providers.

Collaborate with the development and production of client recruitment and promotional material; including still images, video and audio recordings.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
