The Department of Youth Services (DYS), under Massachusetts General Laws, Chapters 18A, 119 and 120, is the juvenile justice agency of the Commonwealth of Massachusetts. Duties and Responsibilities (these duties are a general summary and not all inclusive):
Examine, process, prepare, and enter various documents using the Comptroller's Massachusetts Management Accounting and Reporting System (MMARS), as well as other internal systems, ensuring that charges are accurate, appropriate, and comply with the Commonwealth's rules and regulations, and are completed in a timely manner.
• Create and update forms for internal use between the business office and other programs to facilitate processes such as executing contract amendments, requesting new encumbrances, and collecting data for analysis.
• Use Electronic Invoicing Management (EIM) to activate contracts.
• Analyze contract proposals and related documents to determine compliance with established criteria, including providing technical assistance to DYS employees and vendors, ensuring compliance with agency rules and regulations.
• Provide feedback on data collected, format the analysis compiled to facilitate spending projections, and prepare monthly spreadsheets for utilization analysis for DYS programs.
• Coordinate and prioritize contract activity to ensure efficient operations, including communicating with vendors and other state agencies to resolve accounting discrepancies and obtaining documentation regarding dispute and reporting requirements.
• Attend all annual mandated staff development training, provide support to other departments as requested, and respond to inquiries regarding contract-related matters.
Preferred Qualifications:
- Knowledge of the principles and practices of business law relative to contracts.
- Knowledge of the terminology, codes, symbols, and standard abbreviations used in business contracts.
- Knowledge of the methods of general report writing.
- Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing assigned unit activities.
- Ability to analyze and determine the applicability of contract data, to draw conclusions and make appropriate recommendations.
- Ability to read and interpret documents such as contracts, leases, etc.
- Ability to gather information by examining records and documents and questioning individuals.
- Ability to follow oral and written instructions.
- Ability to communicate effectively in oral and written expressions.
- Ability to accurately record information provided orally.
- Ability to determine proper format and procedure for assembling items of information.
- Ability to prepare general reports.
- Ability to maintain accurate records.
- Ability to establish and maintain harmonious working relationships with others.
- Ability to deal tactfully with others
- Ability to exercise discretion in handling confidential information.
- Ability to exercise sound judgment.
- Ability to give oral and written instructions in a precise, understandable manner.
Schedule: First (1st) Shift 8:45 AM - 5:00 PM with Saturday and Sunday off

Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
Minimum Entrance Requirements:
Applicants must have at least (A) three years of full-time, or equivalent part-time, professional or technical experience in business administration, management or public administration, the major duties of which included contract management or contract administration and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, management, public administration or law may be substituted for a maximum of one year of the required (A) experience.
II. A Graduate degree with a major in business administration, management, public administration or law may be substituted for a maximum of two years of the required (A) experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
