Job Description

The Massachusetts Gaming Commission (MGC) seeks to hire a Compliance and Operations Manager for its Sports Wagering Division. Under the direction of the Division Chief, the Compliance and Operations Manager, will work on a wide variety of tasks relative to the administration of the MGC's Sports Wagering Division in its role in managing all aspects of the regulation of sports wagering in Massachusetts.

Duties and responsibilities include, but are not limited to the following:

  • Monitor and review licensed sports wagering operators' compliance with the Commission's regulations related to sports wagering, including in-person and online wagering.
  • Monitor and review licensed sports wagering operators' operations to ensure the integrity of sports wagering activities.
  • Gain proficiency in Massachusetts statutes and regulations related to sports wagering and recommend adoption of and/or changes to Commission regulations.
  • Manage sports wagering Compliance Officers in their review and investigation of patron disputes and regulatory violations.
  • Collaborate with other Commission divisions, including the Legal Division, on the development and implementation of regulations related to sports wagering.
  • Collaborate with the Commission's IT Division on review of all technical aspects of sports wagering operators' equipment and platforms and compliance with all regulatory requirements.
  • Collaborate with the Commission's Research and Responsible Gaming Division to assist in developing policies and regulations related to responsible gaming and to ensure compliance with Massachusetts laws and regulations related to sports wagering.
  • Review sports wagering operators' internal control submissions in accordance with Commission requirements; review and monitor all required operator submissions including diversity plans and responsible gaming plans. •
  • Present regularly at public Commission meetings on matters related to sports wagering. •
  • Communicate regularly with sports wagering operators on matters related to sports wagering including regulatory compliance and reporting obligations. •
  • Maintain a thorough and current knowledge of trends and issues related to sports wagering. •
  • Develop relationships with outside entities within the gaming industry, including integrity monitoring services, sports leagues, and law enforcement agencies. •
  • Identify and/or provide training on relevant topics to staff in the division and throughout the agency.
  • Provide guidance and expert advice to the Commission and Commission staff on all matters related to sports wagering. •
  • Collaborate with the legal, IT, and finance divisions as well as the Investigations and Enforcement Bureau on all matters related to sports wagering.

Qualifications

  • Strong project management, time-management, and organizational skills
  • Strong analytical skills and attention to detail
  • Excellent communication skills
  • Familiarity with sports wagering, casino gaming, and/or responsible gaming a plus.
  • Legal or technical compliance background or experience a plus.

Experience, Education and Training:

  • Bachelor's Degree
  • 4-8 years of experience in public administration, public policy, gaming, sports wagering, law, technical compliance, or a related field, or an equivalent combination of education and experience.

The MGC offers a hybrid work environment and requires staff to work at least two days in the Boston Office. Based on business needs, additional in-office days may be required.

Salary is commensurate with experience.

The successful candidate must pass an extensive background check conducted by the Massachusetts State Police. It includes a full credit check, CORI (Criminal Offender Record Information), fingerprinting, drug test, reference checks, review of IRS Income Tax Transcripts for the last four years, and a Certificate of Good Standing from the Massachusetts Dept of Revenue (DOR).

The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011) and regulatory oversight of G.L. chapter 23K (casino gaming), chapter 23N (sports wagering), and chapter 128A (horse racing). Under these laws, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor only license, the provision of in-person and digital sports wagering, and the live and simulcasting of horse racing in Massachusetts.
