The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth's Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. About the MDO:
Under the leadership of the Chief Data Officer, the Massachusetts Data Office (MDO) partners with organizations across state government to transform how agencies use data to improve policies, services, and operations and better serve Massachusetts residents. We establish data procedures and policies, streamline data systems, and drive innovation in enterprise-wide data management and analytics. We're responsible for the enterprise data and information strategy and for facilitating data sharing among state agencies and with the public.
About this Role:
The MDO is hiring an experienced Communications and Change Manager to join our growing Enterprise Analytics team. Enterprise Analytics is a statewide program to help state agencies access and better use data for decision-making.
As Communications and Change Manager for the Enterprise Analytics Program, you will work directly with the Chief Data Officer and Deputy Chief Data Officer, Enterprise Directors, and the broader EOTSS leadership to drive comprehensive internal and external communications and engagement initiatives related to the Enterprise Analytics program. You will work closely with the Enterprise Analytics Program Manager, product managers, and project managers to help them elevate and communicate about the work they are leading and facilitate smooth change with our internal and external stakeholders as we advance our Program objectives.
This role involves engaging internal EOTSS staff, as well as external stakeholders at our partner agencies across state government and beyond. You will play a crucial role in aligning internal and external stakeholders with Enterprise Analytics program objectives, strategy, and roadmap implementation activities, using strategic communication and engagement practices. Your responsibilities span strategy development, stakeholder communication, and product maintenance, requiring a diverse skillset in communication, change management, and project leadership. Success for this role ultimately looks like building and maintaining buy-in for Enterprise Analytics program initiatives across our stakeholder landscape.
The primary work location for this role is 1 Ashburton Place, Boston, Massachusetts, 02108. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Applicants should be located within reasonable commuting distance from the primary work location.
Key Responsibilities:
• Communications & Change Strategy Development:
o Develop and own internal and external communications and change strategies aligned with the annual objectives of the Enterprise Analytics program.
o Identify key internal and external stakeholders, understanding their goals and needs, and customize communication activities accordingly.
o Work with product and project managers and delivery leads to clearly define and articulate the value proposition of new products and initiatives developed as part of the Enterprise Analytics program to stakeholders.
o Identify effective communication methods, exploring new and alternative engagement activities for greater education and interaction.
• Communications & Change Strategy Implementation:
o Develop and track KPIs to continually assess the impact of any change management strategies; work with product and project managers to proactively identify and mitigate risks within change approaches.
o Implement robust communication strategies, including establishing feedback loops with our stakeholders.
o Establish and lead an internal change advisory board, hosting regular meetings and continually assessing impact of communications and change activities.
o Secure leadership commitment from key agency and secretariat stakeholder groups.
o Plan and host activities, workshops, and training with agency stakeholders and staff to promote smooth adoption of and innovation aligned with program initiatives.
o Track the implementation of the strategy, including tracking stakeholder engagements and touchpoints.
o Monitor proposals or escalations related to strategic communication through the Operating and Executive Steering Committees.
o Perform day-to-day project management responsibilities and ad hoc communications in support of implementing the strategy.
• Communication Development & Maintenance:
o Develop clear communications materials that promote program activities and change management, and help increase understanding of the program's objectives, values, and roadmap for internal and external audiences, in alignment with EOTSS's style guidelines. Communications should be tailored to audience and channel. This includes directly developing materials yourself and overseeing in-house or contracted creative and design staff in developing materials as needed.
o Ensure all communication, educational, and promotional materials related to the program are regularly updated and easily accessible.
o Maintain workshop and training materials and provide summaries or readouts as needed.
Preferred Knowledge, Skills & Abilities:
• Minimum of five (5) years of relevant experience developing, implementing, and managing communications and change strategies, including the creation and maintenance of related materials, is required.
• Ability to design and implement communications and change strategies to meet the needs of varied technical and business audiences.
• Experience managing diverse stakeholder groups through people, process, and technical change and driving alignment toward a shared vision.
• Strong interpersonal skills and proven ability to develop excellent relationships, including managing executive stakeholders, business managers, and technical experts
• Excellent verbal and written communication skills, with experience presenting to executives and large groups.
• Comfort and experience aligning communications to the right channel and audience.
• Comfort facilitating meetings with cross-functional project teams.
• Experience with product marketing.
• Experience translating technical or complex language so it's easy to understand.
• Ability to direct and work closely with creative and design teams.
• Self-motivated with the ability to prioritize tasks in a fast-paced environment to meet deadlines and manage competing demands.
• Ability to take feedback from multiple sources and resolve issues independently.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
