Job Description:

DOER is seeking Regional Coordinators within the Clean Energy Siting & Permitting Division (Division) to work with city and town officials and stakeholders within their respective regions to support the department's work related to the siting and permitting of small clean energy infrastructure. The 2024 Act promoting a clean energy grid, advancing equity and protecting ratepayers ("2024 Climate Law") established the Clean Energy Siting & Permitting Division at the Department of Energy Resources.

The Division provides technical support and assistance to local governments, project proponents, and other stakeholders to support the siting and permitting of the small clean energy infrastructure critical to the Commonwealth's efforts to combat climate change and meet mandated emissions reductions. The Division establishes standards and requirements for the siting and permitting of small clean energy infrastructure facilities, e.g. generation projects smaller than 25 MW, grid infrastructure less than 10 miles, or storage less than 100 MWh, through the promulgation of regulations and provides guidance and best practices to the 351 Massachusetts cities and towns tasked with managing those permitting processes. The work of the division supports the Commonwealth's energy strategies and will cement Massachusetts' position as a national leader in tackling our energy and climate challenges.

The Regional Coordinators will support the Division by working directly with municipal officials in their regions to achieve Division objectives. These positions will work closely with the Division and other DOER staff - including the Green Communities Division and its Regional Coordinators - to implement standards, programs, technical assistance, and other support for municipalities and stakeholders. Many municipalities lack or have limited resources or support to meet their goals for clean energy siting and permitting. The Regional Coordinators will guide municipalities in organizing local resources and mobilizing volunteers to achieve these objectives. Regional Coordinators will be relied upon to establish and facilitate stakeholder engagement including presentations and workshops and support the creation of tools and resources for municipal staff and stakeholders.

This position includes travel - a valid driver's license and reliable transportation is required. Evening meetings are expected. The Regional Coordinator positions will be offered in at least four distinct geographic regions, which will be established at a later date. Office space may be provided in MassDEP Regional Offices for positions that are further afield from Boston, if needed. Regional Coordinators will be expected to attend regular team meetings in Boston at least once a month - the Division Director will determine the frequency.

The Regional Coordinators will report to the Division Director and consult with other DOER and EEA policy staff as needed, such as coordinating with DOER's Green Communities Division on municipal relations and the Renewable and Alternative Energy Division on renewable energy policy. The Regional Coordinators will support the development and implementation of programs and support that improve the local siting and permitting process, increase meaningful engagement, and ensure alignment with the Commonwealth's ambitious greenhouse gas emission reduction targets and biodiversity initiatives.

Preferred Qualifications:

  • Exceptional verbal and written communication skills
  • Ability to make effective presentations
  • Demonstrated skills in communicating complex concepts in simple terms in both written and oral expression
  • Knowledge of the principles and practices of municipal operations and administration
  • Ability to work with a broad range of constituencies
  • Demonstrated problem-solving skills and experience
  • Experience in land use and planning
  • Familiarity with clean energy systems and energy policy
  • Experience in clean energy project development
  • Mediation experience
  • Knowledge of the state's clean energy goals and the role of DOER in contributing to those goals
  • Ability to work with interagency teams, represent DOER programs, and identify linkages with other agency programs
  • Resides within the region to be served

Four Regional Coordinator positions are currently available. In your cover letter, please state which geographic region of Massachusetts you would be able or best positioned to support - roughly West, Central, Northeast, or Southeast. The boundaries of the geographic regions will be somewhat fluid until the Division is fully established.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
