Job Description

The Department of Criminal Justice Information Services (DCJIS-formerly the Criminal History Systems Board) manages and administers the Commonwealth's law enforcement information and criminal records system, the Firearms Records Bureau, the post-conviction notification program and the fingerprint-based criminal records check system.

As a member of the CJIS Support Services Unit, the CJIS Representative conducts training for Massachusetts law enforcement/criminal justice personnel in the use of the Criminal Justice Information System (CJIS) and other state and national computer systems. Conducts audits of CJIS user agencies to ensure compliance with State and Federal laws, policies, and procedures governing fingerprinting and the use of the CJIS and the FBI's National Crime Information Center (NCIC). Provides assistance to CJIS user agency personnel with their use of CJIS applications. This position requires travel throughout the Commonwealth.

1. Provides training for all CJIS agency personnel in the policy and compliance aspects of the CJIS and NCIC systems as well as in the use of CJIS, NCIC, ATLAS/ALARS, and Nlets.

2. Conducts on-site audits of CJIS users to ensure compliance with state and federal laws, policies, and procedures governing fingerprinting and the use of CJIS and NCIC, and provides formal written reports with recommendations on improvements when necessary.

3. Assists CJIS users in correcting errors received from CJIS, NCIC and Nlets submissions.

4. Assists in the drafting of updates to CJIS training materials, standard operating procedures, and internal and external correspondence.

5. Researches questions from users regarding any problems that are encountered in the use of the CJIS, NCIC, ATLAS/ALARS, and Nlets systems.

7. Receives and responds to requests from law enforcement/criminal justice agencies for off-line and special computer searches and provides formal written reports.

8. Participates in the planning and presentation of CJIS Regional Working Group meetings.

9. Make content updates to the CJIS Extranet.

10. Conducts fingerprint based background checks on CJIS agency vendors and State employees with access to CJI.

11. Performs other related duties as required and directed.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.


*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
