The Department of Conservation and Recreation seeks qualified applicants for the position of Civil Engineer III - Resident Engineer, Electrical Division.

General Statement of Duties and Responsibilities
The principal duty of the Resident Engineer, Electrical Division is to coordinate and collaborate construction operations on multiple projects (short and long-term) being conducted in accordance with approved design plans, specifications or as directed by the Senior Resident Engineer, Electrical Division. This includes but is not limited to working with contactors, constructions crews and consultants to complete assigned construction projects. Performance and/or inspection review of the quantity and quality of materials being used and workmanship, conformity with dimensional requirements and reviewing the need for construction modifications, adjustments, and additional work orders. This position will be reporting to the Senior Resident Engineer, Electrical Division and Section Head of Maintenance Construction and will be part of the section team. Additional responsibilities include supervising staff and ongoing projects ensuring all constructions projects are meeting scheduled deadlines, procedures and in compliance with local, state, and federal regulations, construction designs, codes, etc.
Detailed Statement of Duties and Responsibilities
- Resident Engineers will have the responsibility to oversee maintenance construction of civil projects from pre-construction to close-out in strict adherence with DCR procedures and protocols. Maintenance contracts can include but are not limited to resurfacing and roadway reconstruction of paved and unpaved roads, fence and guardrail and trail maintenance.
- Inspect construction for compliance with technical plans and specifications, resolve issues that arise during constructions such as the quality of work performed by the contractor, negotiation of field disputes and review field changes and contract amendments.
- Coordinate with and serve as liaison between the DCR and various state agencies, municipal agencies, and departments including local planning boards and conservation commissions.
- Coordinate with and serve as liaison between the various DCR sections and the field construction team.
- Uses various software and online applications, dashboards, and systems to complete assigned work.
- Ensure work is being conducted in accordance with the various permits and order of conditions issued by local, state, and federal environmental agencies.
- Analyze changes in scope of work during construction, recommends alternative methods and corrective actions.
- Monitor traffic management plans, and implementation, within construction zones and for the entire project. Coordinate with cities and towns as necessary.
- Conduct construction progress meetings periodically.
- Create and approve construction contract payment estimates and invoices for material, equipment, and supplies. Including the determination and validation of payments.
- Prepare project scoping and condition assessments for recommendations of corrective action with preliminary cost for both emergency and non-emergency related work.
- Drafts correspondence, status/inspection reports, extra work orders/change orders, and contract time extension memos.
- Plan review of engineering project for recommends and modifications during the design phases.
- On projects requiring assignment of multiple field construction staff, review and coordinate daily reports into a master project diary, coordinate the necessary material testing among the assigned personnel and assist assigned personnel with adherence to current DCR policies and procedures.
- Reviews claims and additional (extra) work orders in accordance with the specifications and Mass General Laws. Negotiates any discrepancies in said claims. Recommends suitable action to supervisor and/or manager for approval or denial and appropriate dollar amount.
- Ensure strict compliance with Materials Control record to enable timely close-out of projects and adherence to DCR protocol
- Evaluate the performance of construction contractors for assigned projects.
- Review and respond to contractor's Request of Information (RFI).
- Potential to function as the first level of supervision within the Field Construction Team based on assignments.
- Project tracking and oversight of various maintenance construction projects at multiple locations simultaneously.
- Perform other duties assigned as required.
Preferred Qualifications
- Knowledge of the principles and practices of civil engineering.
- Knowledge of the principles of hydraulics as applied to surface drainage pipes and culverts.
- Knowledge of the properties and characteristics of concrete and asphalt; mechanical properties of fluids; theory and practice of plane surveying; Knowledge of the engineering properties of soils.
- Knowledge of the types and uses of equipment and materials used in building, bridge, highway, road, street or tunnel construction.
- Knowledge of the types & skill in the uses of equipment used in plane surveying; knowledge of the methods of soil testing.
- Knowledge of mathematical computations used in solving civil engineering problems.
- Ability to communicate issues effectively with contractors, sub-contractors and DCR staff.
- Ability to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing assigned unit activities and in connection with the construction and maintenance of highways, bridges, building, tunnels, etc.
- Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the of subordinates and available resources; determining subordinates' training needs and providing or arranging for such training, motivating subordinates to work effectively, determining the need for disciplinary action and either recommending or initiating disciplinary plan.
- Skill in the use of personal protection and safety equipment used in civil engineering work; knowledge of the types and uses of agency forms.
Preferred License and/or Certifications
Current and valid Massachusetts Class D motor vehicle operator's license.
Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in civil engineering or civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in civil engineering, may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*
NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway,
architectural, mining, airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
