Job Description

The MassHire Department of Career Services (MDCS) oversees the Commonwealth's network of One-Stop Career Centers, that assist businesses in finding qualified workers and providing job seekers with career guidance, as well as referral to jobs and training. MDCS strengthens the Career Center system through continuous improvement processes, and innovative business practices that maximize resources, foster partnerships, and engage employers to ensure a skilled, motivated, and adaptable workforce capable of meeting the emerging labor market needs of the Commonwealth, now and in the future.

The One-Stop Career Center (OSCC) Operations Manager is an integral part of the OSCC management team and is responsible to provide leadership and management for all aspects of OSCC operation in conjunction with the OSCC Director and partner staff. The Manager has lead responsibility for budget development and fiscal management of DCS Wagner-Peyser funds as well as other federal/state specific programs (i.e., Veterans, DUA, REA, SNAP, etc.) and codevelops the comprehensive OSCC budget in conjunction with the Fiscal Agent and OSCC Director.

The Operations Manager is responsible for managing on-going State partner operations and administration at the Career Center. The incumbent is responsible for day-to-day staffing, hiring, scheduling, service/program delivery, and employee relations. Also included is facilities management, equipment assessment and utilization plans and building security. The Operations Manager ensures the delivery of timely, high-quality services from all workforce development programs to all OSCC customers. The incumbent in this position is responsible for customer flow through the Center and supports performance management to attain Center goals and objectives while working with Center partners. The Operations Manager role has critical responsibility to understand applicable all statutes, regulations and federal/state policies that affect assigned OSCC programming (e.g., Wagner-Peyser, WIOA, Trade Adjustment Assistance, Work Opportunity Tax Credit, etc.) and to ensure that all OSCC activities managed by the Operations Manager are compliant with applicable laws, regulations, and policies. The incumbent also assists staff to achieve a clear understanding of policies and programs and ensure that local policies are not only compliant, but also provide the highest level of benefit
possible to the customer.

The Operations Manager is responsible for data collection, organization, and dissemination about assigned OSCC activities and outcomes, and additionally, as needed for special populations related to labor market demand and /or specific funding sources or grants solicitations. The operations Manager must be an able public-speaker, delivering information, either prepared or impromptu, to varied audiences (the public, federal, state, or local agencies, elected officials, etc.).

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
