Job Description

The Department of Developmental Services (DDS) is seeking to fill a fulltime Accountant II position for the Southeast Regional Business Office, located in Middleboro, MA.

Job Responsibilities: (The duties and responsibilities stated are general summary and not all inclusive.)

  • Oversee and entering lower subsidiary requisitions in Commbuys
  • Preparation and input of purchasing documents into Massachusetts Management Accounting and Reporting System (MMARS) for a budget of over $20 million.
  • Proof, and advise all purchasing staff's encumbrances in excess of 12,000 documents per year.
  • Independently resolves procurement issues/activities while meeting the service needs of the DDS Southeast Region inclusive of the Wrentham Developmental Center and Southeastern Residential Services.
  • Monitor and validate agency financial records; apply knowledge of purchasing principles and provide technical assistance regarding State Procurement rules and regulations.
  • Confer with the Regional Business Manager and Assistant Regional Business Manager with issues or concerns pertaining to OSD in relation to statewide contracts, Commbuys procurement management system, CTR for MMARS inquiries and OVM for fleet management.
  • Coordinate state owned property repair request WDC/SRS property management to ensure appropriate actions are taken and assist in prioritizing to addressing health and safety issues.
  • Reconcile financial documents (audits), records, transactions and statements to ensure conformance with established standards and best practices.

PREFERRED QUALIFICATIONS:

  • Supervisory experience
  • Working knowledge of MMARS, Commbuys, Vendor Web and FMIS
  • Experience with Microsoft Office Suite, specifically Excel/Access/Word
  • Excellent organizational skills
  • Excellent communication skills

Agency Requirements:

  • Must be at least eighteen (18) years of age.
  • Must possess a current and valid Class D Motor Vehicle Operator's license or equivalent license from the state in which you reside.

Schedule Information:

• Full-time - 37.5-hour weekly position on 1st Shift (day)

• Schedule - Monday through Friday from 8:45 a.m. to 5:00 p.m.

• Days off - Sunday and Saturday

ALL EMPLOYEES ARE PAID ON A BI-WEEKLY BASIS AND MUST HAVE DIRECT DEPOSIT.

This is a Civil Service position. If there is no Civil Service list for this title, employees appointed must take and pass the next Civil Service examination when administered.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have (A) two years of full-time or equivalent part-time, general accounting or budgeting experience, or (B) any equivalent combination of the required experience and the substitutions below.

Incumbents may be required to have a current and valid Massachusetts Motor Vehicle Driver's License at a class level specific to assignment.

Substitutions:

I. An Associate's degree with a major in accounting, finance or business may be substituted for one year of the the required experience.

II. A Bachelor's degree with a major in accounting, finance or business may be substituted for the required experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range .
