Division Overview:
The mission of the Human Resources Bureau (HRB) is to attract, engage, develop and retain a high performing workforce. We partner with the Department of Revenue (DOR) and Administration & Finance IT (A&F IT) management teams to develop strategies in workforce planning, recruitment, training and performance management (EPRS & MassPerform). HRB is responsible for maintaining employee records, reviewing and monitoring transactions related to the payroll systems (HR/CMS), and overseeing all DOR (MassCareers) recruitment initiatives.

Position Summary:
The DOR Human Resources Bureau is looking for an energetic individual with excellent communication and organizational skills to join our team. This is a great opportunity for someone with some human resources experience, capable of managing competing priorities and enjoys a variety in their work.
The Benefits Coordinator manages the new employee on-boarding/orientation process and serves as the primary GIC Coordinator for DOR and A&F IT employees. This role acts as a liaison between the Group Insurance Commission (GIC) and agency personnel in order to process and verify enrollments and changes in GIC health, life, dental, vision, and long-term disability insurance benefits. Additionally, the Benefits Coordinator supports the administration of leave of absence programs for DOR and A&F IT employees, including Family and Medical Leave Act (FMLA), Massachusetts Paid Family Medical Leave Act (PFML), Massachusetts Parental Leave Act (MPLA), and workers' compensation (industrial accident) leaves.
Duties & Responsibilities:
- Schedule, organize, and conduct weekly new employee orientation sessions in a professional and courteous manner.
- Verify employment authorization of new hires by completing I-9 forms and processing E-Verify cases.
- Process completed on-boarding documentation and disburse to appropriate parties, including the DOR Payroll Department, the State Board of Retirement, the Commonwealth's Group Insurance Commission (GIC), Empower Retirement (SMART Plan), and unions.
- Provide technical assistance in the administration of DOR's benefits, including health, dental, vision, life and long-term disability insurance available through the GIC. This includes performing data entry in MAGIC system, assisting employees with paper and/or electronic submission of documentation, and contacting the GIC by phone or email to correct discrepancies.
- Monitor employee leave requests, returns from leave and provide information to WorkPartners in accordance with federal/state regulations (e.g., FMLA, PFML, MPLA), collective bargaining agreements ("union contracts"), and the Red Book for managers, confidential employees, and personnel not covered by collective bargaining.
- Track and monitor family medical leave requests, approved family medical leaves, workers' compensation leaves, and leave time reported in timesheets using the leave database, HRCMS, and Commonwealth's Information Warehouse.
- Assist in the workers' compensation claims process by acting as the Workers' Compensation Agent/Liaison for DOR/A&F IT employees.
The recommended candidate will be subject to extended background checks by this agency and the Executive Office of the Governor.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time professional experience in human resources work, or (B) any equivalent combination of the required experience and the substitutions below:
Substitutions:
I. An Associate's degree may be substituted for a maximum of one year of the required (A) experience.
II. Bachelor's degree or higher may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in Human Resources Management, Human Resources Administration or Public Administration may be substituted for the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
The classification may require possession of a current and valid motor vehicle driver's license at a class level specific to assignment.
