EOE, Benefits Coordinator

The Executive Office of Education, Human Resources team seeks a dynamic, engaging, experienced Benefits Coordinator to join our team! The ideal candidate will have a background in leading benefits, leaves (both FMLA and PFML), ADA requests, workers' compensation, and other related HR projects. This role serves as a primary point of contact for our agencies within the Secretariat. It includes The Department of Elementary and Secondary Education (DESE), The Department of Higher Education (DHE), the Department of Early Education and Care (EEC), and the Children's Trust (CT), as well as the Executive Office of Education (EOE).

Job responsibilities include but are not limited to:

  • Provides orientation to new employees (including contractors, consultants, and temporary staff) in the areas of benefits, retirement, and Secretariat/Agency policies.
  • Acts as liaison to WorkPartners regarding FMLA/PFML and provides regular updates to DFML regarding leaves on an as-needed basis.
  • Provides employees with information regarding leave options available to them under collective bargaining agreements, FMLA or PFML.
  • Serves as liaison for agencies and staff for any temporary telework adjustments.
  • Serves as point of contact for ADA accommodations for agencies and staff, including providing paperwork to employees for review, receiving medical documentation, participating in interactive dialogue with the employee and manager, and making recommendations to the agency for consideration.
  • Acts as Worker's Compensation liaison for EOE Secretariat by processing WC claims, working with HRD and employees regarding claim numbers and status updates.
  • Serves as Secretariat point of contact for PRP nominations and awards, shares and disseminates information to staff, such as receiving nominations, coordinating meetings with the selection committee(s), planning and attending (when feasible) agency award ceremony in addition to HRD award program.
  • Coordinates annual GIC open enrollment Secretariat wide ensuring appropriate dissemination of information to all staff.
  • Serves as liaison to GIC, State Board of Retirement, HRD, and other state agencies as needed.
  • Manages the Extended Illness Leave Bank requests and awards for the Secretariat.
  • Other duties as assigned.

Qualifications

Preferred Qualifications:

  • 3-5 years in benefits/leaves administration, including experience with the MA PFML
  • Excellent oral and verbal communication skills
  • Demonstrated knowledge and experience working in a fast-paced HR department
  • Ability to maintain a high level of professionalism and confidentiality
  • Experience navigating state and federal employment laws
  • Proficiency with Microsoft Office products, including Outlook, Teams, Excel, OneDrive, Word, SharePoint, etc.
  • Proficient in the Human Resources Compensation Management System (HRCMS).
  • Knowledgeable about bargaining unit contracts related to various types of leaves and employee benefits that impact payroll.
  • Must possess a strong customer service orientation, along with excellent organizational and interpersonal skills.
  • Capable of writing concisely, clearly expressing thoughts, and logically developing ideas.
  • Excellent time management skills, including the ability to prioritize tasks and adapt to changing priorities.
  • Demonstrates sound judgment in recognizing when consultation is necessary to complete a task or project.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
