A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the A&F IT Secretariat Chief Information Officer (A&F SCIO). A&F IT is comprised of 212 employees working on IT systems and applications for 15 various A&F agencies. A&F IT oversees and provides all the IT application support for these agencies to ensure their IT operations are running effectively and efficiently. One of the key agencies supported within A&F is the Department of Revenue. The Department of Revenue's core mission is to collect the revenues required to support the business of the Commonwealth, to make a difference in the lives of children by enforcing the financial responsibilities of parenthood, and to assist Massachusetts cities and towns in sound and efficient fiscal management.

Position Summary:
A&F IT's DOR IT Support Bureau is seeking an Associate Deputy Chief Information Officer (ADCIO) to lead and sustain the ongoing support for the Department of Revenue's mission-critical applications. The ADCIO will ensure high availability, performance, and functionality of the CSE Platform COMETS HD application, driving enhancements to its architecture, and coordinating with both internal teams and external vendors. In this strategic role, the incumbent will manage the development and deployment of application upgrades, system schedules, and quality control initiatives, helping the Department of Revenue achieve operational excellence.
Key Responsibilities:
- Oversee the planning, development, and scheduling of regular functional releases and system upgrades for the COMETS HD application.
- Oversee the execution of batch processing schedules and ensure that critical system schedules are consistently met for COMETS HD and other integrated systems.
- Manage relationships with external vendors, overseeing deliverables related to software development and upgrades. Handle software contracts, budgeting, and vendor negotiations for the COMETS HD platform.
- Lead application development and quality control teams responsible for maintenance, enhancement, and upgrades building effective, collaborative teams, fostering open communication and aligning work with strategic goals.
- Establish and manage processes to ensure quality and timely problem-solving, along with consistent, data-driven operational decision-making.
- Ensure that complex project timelines are met, balancing competing priorities across a large team.
- Provide oversight for significant software upgrades, fix packs, and system changes for COMETS HD.
- Plan and coordinate system upgrades, ensuring minimal disruption to users and timely, effective implementation.
- Lead change management efforts around system upgrades, facilitating training, communication, and organizational adjustments to ensure smooth transitions for end users and stakeholders.
An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to extended background checks by the agency and the Executive Office of the Governor that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
