Job Description

Duties and Responsibilities

The duties and responsibilities of the position will consist of planning; organizing and performing the inspection of structures assigned to his/her team. This includes but not limited to the following:

  • Obtain and review available plans, inspection records, rating reports, dive reports, and maintenance records pertinent to the detailed safety inspection. Obtain and be able to operate all tools, necessary equipment (including vertical lifts and watercraft). Schedule and re-schedule field inspections for all assigned structures in conjunction with the DBIE to suit equipment availability, site conditions, support assistance, and weather to maintain frequency in accordance with NBIS requirements.
  • Arrange all traffic control around the bridge inspection site. Monitor this traffic control doing the inspection and make adjustments as needed to maintain traffic safety.
  • May act as a Resident Engineer for traffic setup contracts to support inspection activities.
  • Arrange police details, railroad flag protection, and other support services required for safe inspections.
  • Supervise inspection team members in conformance with policy and in conjunction with the DBIE.
  • Monitor the safety controls before and during the work, assuring that all personnel have and use the appropriate safety equipment and raking immediate corrective actions if unsafe conditions is found.
  • Inspect the structure based on MassDOT Bridge Inspection Handbook and Manual for Condition Evaluation of Bridges (AASHTO) and all other existing Departmental Policies and Procedures. Prepare accurate field notes, measurements, sketches, photos, and all other pertinent data, to produce a complete and professional report.
  • Prepare all inspection reports fully and accurately that describe the structure's condition using department approved templates, forms, electronic data collection systems, and preparing detailed technical reports to ensure compliance with NBIS, AASHTO and Department policies. Using, and continuously adjusting to, appropriate skills including supporting computer programs for 4D reporting system. This includes gathering, inspecting, and documenting all needs for load ratings, as needed.
  • Verify that all equipment is collected and returned to proper storage location upon completion of the inspection.

Unit E Sign-On Bonus

This position is eligible for a five-thousand dollar ($5,000) signing bonus ("Signing Bonus") if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period.

Qualifications

Minimum Entrance Requirements

This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.

Applicants must have (A) a Bachelor's Degree in Civil or Structural Engineering from a college or university accredited by the Accreditation Board for Engineering and Technology, and (B) an Engineer-In-Training certification or Professional Engineer registration, and (C) at least two (2) years of bridge inspection experience, and (D) possess the minimum qualifications to be in charge of a bridge inspection team as specified in 23 CFR Part 650 Subpart C by having one of the following required combinations of training and experience:

Possession of a Professional Engineer registration and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

A minimum of five (5) years' experience in bridge inspection assignments in a responsible capacity and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

Certification as a Level III or IV Bridge Safety Inspector under the National Society of Professional Engineers' program for National Certification in Engineering Technologies (NICET) and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

A Bachelor's Degree in Civil or Structural Engineering and an Engineer-in-Training certification and two (2) years of bridge inspection experience and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

An Associate's Degree in Civil Engineering or Civil Engineering Technology and four (4) years of bridge inspection experience and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course.

Substitution:

A minimum of five (5) years' experience in the next lower Bridge Inspector title in addition to successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course, may be substituted for the Bachelor's Degree and Professional Engineer registration.

SPECIAL REQUIREMENTS:

  • Must be able to successfully complete all federal and state training required to meet federal NBIS regulations and safety standards.
  • Based on assignment, a current and valid Massachusetts Class D Motor Vehicle Operator's license is required.
  • Based on assignment, SCUBA certification from a recognized educational program may be required.
