The Office of the Comptroller ensures that the more than $50 billion in annual transactions authorized by the general appropriations act and supplemental appropriations are executed in accordance with all statutory requirements and recorded in compliance with accounting standards. We also oversee capital assets, federal funding inflows, and other transactions. We also own and maintain statewide payments and payroll systems, safeguarding critical financial information. We operate in support of our partners, the financial staff at more than 150 departments and agencies across the Commonwealth.

The powers and obligations of the Office of the Comptroller are generally dictated by M.G.L. c. 7A.
About the Statewide Risk Management & Compliance team:
Statewide Risk Management & Compliance is one of five outward-facing business groups within the Office of the Comptroller, the others being the Contracts/Vendors/Non-Tax Revenue unit; Payroll and Payments; Statewide Accounting; and Statewide Reporting. Every unit is closely partnered with the Enterprise Systems & Services group for the IT capability to operate the statewide payroll and financial systems.
At the Office of the Comptroller, risk and compliance are not peripheral but central to our role in state government. Statewide Risk Management & Compliance (SWRMC) engages not only with the Office of the Comptroller functions, but with more than 150 departments of the Commonwealth, hundreds of financial and administrative professionals within those departments.

Position Summary
The Assistant Comptroller is charged with leading an effective, professional risk management and compliance function, using modern best practices and tools, while reflecting the unique dynamics and structures of state government.
In common with other enterprise-level risk management functions, the team must have effective programs to mitigate the risk of loss of both financial assets and data, from both external and internal threat sources. Given the mission of the Office of the Comptroller, there is an elevated focus on compliance. Transactions and activities within the state's enterprise systems must be executed in compliance with state finance law, appropriate individual authority, financial controls, and accurate recording for accounting, reporting, and transparency purposes. Understanding financial operations, controls, accounting, and audit is especially important.
The position requires both strong executive function and interpersonal effectiveness based on emotional intelligence. Depending on context, the individual may operate as a thought leader and influencer, in a formal oversight capacity, in enforcement, and as an effective leader in emergencies.
This position is being filled at a time of especially rapid change in technology and in the risk environment. The Commonwealth is mid-stream in replacing both components of its enterprise systems (financial operations/reporting and payroll). The emergence of Artificial Intelligence (AI) poses significant challenges but also offers the potential for highly effective risk management and compliance tools. The new Assistant Comptroller will be responsible for leading a high performing risk and compliance team and fulfilling our statewide mission in response to the rapid advancements in technology and the evolving risk landscape.
Duties and Responsibilities:

Team Management: Responsible for leading an effective, engaged team. At the Office of the Comptroller, our people are our most valuable resource. We build our organizational capability and performance by building the individual capability of our team members, providing clear direction and mentorship, and leading by example.
Risk Management and Compliance Expert and Thought Leader: The Assistant Comptroller is expected to earn and maintain a reputation as an expert and thought leader in risk management and compliance as it pertains to the state's financial operations and enterprise systems. The individual will partner with other Commonwealth leaders in Risk, including the technology experts in the Executive Office for Technology Services and Security and responsible leaders in the Office of the Treasurer & Receiver General for financial loss prevention and recovery. The Office of the State Auditor is a key partner for information sharing and support.
In the context of the Statewide Risk Management & Compliance team, the Assistant Comptroller should develop team members to be thought leaders in each of the key areas. While the Assistant Comptroller is not required to be the primary expert or hands-on in each function, the individual must have sufficient understanding to lead and manage effectively in all areas.
Functional capability and performance: Responsible for management of the key functions within SWRMC, including but not limited to:
• Control of individual access to, and user permissions within, the state's enterprise systems
• Implementation, oversight, and audit of financial controls and procedures statewide
• Management of the statewide federal Single Audit process, which includes coordination with multiple departments and the Commonwealth's independent CPA firm
• Monitoring of the threat environment and developing appropriate responses, including communication and education, and coordination with IT partners
• Incident response: in any instance of system penetration, potential losses of funds or data, or other incidents, leading the Office of the Comptroller efforts to mitigate loss and to restore business processes
Build effective partnerships: The Assistant Comptroller -SWRMC is challenged to build partnerships with an unusually large number of individuals and units statewide:
• The leadership and team members of the other four Office of the Comptroller business departments noted above.
• ESS (the Office of the Comptroller IT team)
• The Office of the Comptroller General Counsel and Legal team
• Office of the Comptroller Communications and Solutions Desk
• More than 150 departments statewide, with great diversity in size, mission, organizational structure, etc. Only a subset of these organizations requires an ongoing personal connection, but all require communication and the ability to connect and collaborate rapidly when the need arises.
• In addition to partnering with the Commonwealth departments that use the enterprise systems, there must be effective partnership with other state entities that - like the Office of Comptroller - fill key roles in state finance and technology. The list includes (but is not limited to): the Executive Office for Technology Services & Security; the Office of the Treasurer & Receiver General; and the Office of the State Auditor.
• The Commonwealth's independent audit firm (CPAs who play a lead role in the federal Single Audit process).
General Administration: Prepare regular and ad hoc reports, presentations, dashboards, etc. to assist the Comptroller, other staff, and partners in understanding the status and performance of risk management and compliance. Develop and implement improvements to management of programs and process. Actively promote diversity across team assignments to engage team members and encourage diversity of perspective and thought.
Salary Range: $ 140,000 - $ 170,000
This is a senior level management position. Salary is commensurate with experience.

This is a management position. The successful candidate will be an employee at will. This position is non-civil service and not covered by a collective bargaining agreement. This position is an exempt position.
The overall benefits available include paid vacation, sick and personal leave time, health, dental and vision insurance through the Commonwealth's Group Insurance, and optional pre-tax Health Savings Account plans.

In addition, CTR provides employees the opportunity to elect life insurance, long term disability insurance, deferred compensation savings, tuition remission, pre-tax commuter account plans, along with other programs. This position may be eligible for the federal Public Service Loan Forgiveness (PSLF) program administered by the Federal Government.
CTR Hybrid-Work Model
CTR operates under a Hybrid work model. Under this policy, employees are currently required to work a minimum of four business days per month (two set by management and two set by the employee) at CTR's Boston office and may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the telework policy. Under this policy, all employees must be able to report to the Boston office with little or no notice, even including the same workday should an exigent circumstance arise. Therefore, a reasonable proximity to the office is necessary. CTR does not reimburse employees to travel to the office.
In addition, the successful candidate may be required to work primarily on site in Boston during the initial training and orientation period and/or for certain positions a primarily on-site role may be necessary.

Qualifications
Preferred Knowledge, Skills, and Experience:
• Demonstrated experience and/or strong knowledge of risk management; compliance; and financial operations, accounting, controls, and audit.
• Demonstrated experience and/or strong knowledge financial information technology, including experience as a business user of financial systems.
• Strong analytical skills to assess complex data and information, enabling informed decision-making and strategic recommendations.
• Strong interactive and relationship-building skills with an ability to effectively communicate and present information and respond to questions from diverse audiences. Successful experience communicating and working with individuals from diverse backgrounds.
• Ability to manage and work in a team-based environment.
• Demonstrated ability to multitask and perform effectively in a fast-paced environment
• Preferred candidate is enthusiastic, self-directed, creative problem-solver and passionate about risk management and compliance.
• Strong computer skills in standard productivity software, (Excel, Word, PowerPoint, etc.).
• Preferred candidate will have an interest and some experience in emerging technologies such as AI and SAS software operations.
Minimum Entrance Requirements :
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in risk management, finance, business administration, business management, or public sector functional leadership. At least five (5) years must have been in a supervisory or managerial capacity or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
