The Department of Fish and Game (DFG) is the state agency responsible for conserving the state's natural resources. DFG exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife, plants, and natural communities, and provides outdoor recreation opportunities to the public.
The Division of Marine Fisheries (DMF) serves Massachusetts' citizens by protecting, restoring, and enhancing fishery resources and their habitats while providing sustainable fisheries-related recreational and commercial opportunities.

Job Opening: The Department of Fish and Game, Division of Marine Fisheries seeks applicants for a Program Manager V, Administration and Operations Manager, for the North Shore Field Station to perform the following duties:
Detailed Statement of Duties and Responsibilities
The Administration and Operations Manager (AOM) works as part of the Division of Marine Fisheries (DMF)'s Leadership Team with the Director and the assistant Director of Operations to guide the Division's work. The AOM manages the Division's day-to-day operations at the Annisquam River Marine Fisheries Station in Gloucester and ensures that DMF can execute its work in a high-quality, efficient, and financially responsible manner. The AOM also oversees a six-person team responsible for DMF's fiscal management and operations for the North Shore facilities, including fiscal planning, budgeting, procurement, management, capital planning, communications, internal policy development, and office logistics. The AOM serves as DMF's Compliance Coordinator ensuring the Division's compliance with applicable laws and regulations including the supervision of construction and special projects procurements at MA DMF's Annisquam River Marine Fisheries Station, and other critical operations and functions. Finally, the AOM also oversees Division-wide processes such as strategic planning, working towards DMF and DFG strategic goals.
- Work as part of the DMF's Leadership Team to lead the Division. Participate in long-range planning and the development of DMF goals, strategic plans, and objectives. Lead the discussion of personnel development, capital planning, best practices.
- Ensure that relevant fiscal / budget information is available for short and long-term planning and decision-making.
- Maintain up-to-date knowledge on DFG and Commonwealth policies and procedures by serving as DMF's liaison to the DFG staff on special projects.
- Manage organizational risk - financial and otherwise - by monitoring and escalating to the Leadership Team any relevant issues and concerns.
- Provide strategic leadership to DMF in the areas of diversity, equity, and inclusion (DEI); help DMF to advance these values within its public access and outreach programs. Liaise with the EEA Diversity and ADA Manager and others regarding state DEI goals and policies. Remain current with DEI issues and opportunities in the environmental field and beyond.
- Manage the Division's North Shore operations, including but not limited to:
- Coordinate and support the Division's annual strategic and work-planning processes, working with the Leadership Team, Operations Team, Programs, and Practices.
- Oversee DMF's budget management and fiscal processes, systems, and reporting. Work with the ADO to align budget planning and management with Division priorities.
- Assist with DMF's role in recruitment, hiring, on-boarding, and professional development.
- Develop internal policies, controls, standard operating procedures, and workflows that improve the efficiency and effectiveness of DMF. Ensure that DMF's business practices comply with Division practice, relevant laws, and regulations. Develop or update internal policies and protocols when needed.
- Responsible for oversight of all operations and financial expenditures for DMF's Annisquam River Marine Fisheries Station, a 50-person multi-lab complex located in Gloucester, Massachusetts. Plans, manages, and tracks annual FY spending allotments and Capital funds to ensure facility laboratories, employees, projects, and equipment are adequately supported. Evaluates needs for capital improvements with a focus on energy efficiency and green buildings.
- Lead and manage an operations team of four direct reports and two indirect reports that delivers high quality operational support for the north shore facility:
- Manage the operations team to excellence by leveraging their individual strengths, collaborating effectively, and actively participating in their professional growth.
- Oversee work-planning of North Shore Administrative Operations and Fiscal teams; track progress towards goals.
- Conduct semi-annual performance reviews for direct reports.
- Develops and maintains cooperative and effective working relationships with peers and partnering entities. Keeps the ADO, Director and other appropriate management officials informed.
- Maintain collaborative and harmonious working relationships with colleagues, demonstrating professionalism in words and actions.
- Perform other related duties as assigned.

Qualifications Acquired on Job (List knowledge, skills, abilities)
- Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing the planning, construction, and oversight of MA public capital improvement projects.
- Knowledge of state fiscal management and accounting systems.
- Ability to utilize computer programs as required.
Special Requirements
Possession of a current and valid Massachusetts Motor Vehicle Operator's Class D license or equivalent license from the state in which you reside.
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
