Job Description

The Massachusetts State Police are seeking an Accountant IV for our Fiscal Unit, at the Forensic Services' Division who will examine, analyze, and interpret accounting records for the purpose of giving advice or preparing statements and maintaining the budget.

The incumbent in this position will examine accounting data; prepare financial statements and reports; as well as maintain accounting records.

Duties:

  • Work with Forensic Services Divisions units to budget, encumber, approve, and process purchases and accounts payable documents on MMARS for Federal, Budgetary and Trust accounts. Ensuring spending is within authorized spending levels.
  • Provide supervision of Accountant II to include conducting evaluations.
  • Control the processing of encumbrance documents relating to purchases and ensure proper use of statewide or departmental contracts.
  • Reconcile vendor statements to ensure payments are properly applied.
  • Research statewide/department contracts to secure the purchases using the proper procurement method, ensures proper use of said contracts and advise of the need for a request for response or incidental purchase.
  • Process Request for Quotes and orders on COMMBUYS.
  • Advise and instruct staff in the procedure of entering and processing COMMBUYS and MMARS documents and assist in the correction of error messages.
  • Assists in developing, monitoring and adherence to internal controls and policies and procedures relevant to accounts payables, purchasing.
  • Runs Commonwealth Information Warehouse reports for historical expenditures and data analysis.
  • Prepare financial reports.
  • Analyze historical and projected expenditure patterns to make budget recommendations or take appropriate action to control spending.
  • Use Microsoft Excel daily.
  • Ensure Commonwealth Payment Policies are always adhered, maximizing the return of Prompt Pay Discount and less than 45-day bill paying statistics.
  • Confer with vendors of commodities and services and employees to explain rules and regulations regarding payments, procurements, and related financial transactions. Further, work with suppliers and departmental personnel to resolve conflicts/discrepancies.
  • Process travel and training requests.
  • Ensures compliance with 801 CMR 21.00 and all other relevant financial policies distributed by oversight agencies.
  • Performs related duties as required.

Preferred Requirements:

  • Working knowledge of the Commonwealth systems of CIW, COMMBUYS and MMARS.
  • Working knowledge of Microsoft programs.
  • Knowledge of the principles and practices accounting including terminology.
  • Knowledge of the methods of general report writing.
  • Ability to analyze and determine the applicability of accounting data, to draw conclusions and make appropriate recommendations.
  • Knowledge of the methods and techniques of financial analysis.
  • Knowledge of the principles and practices of financial management.
  • Ability to read and interpret documents such as financial reports, accounts, and ledgers.
  • Ability to understand, apply and explain the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.
  • Ability to perform mathematical calculations using formulae to solve accounting problems.
  • Ability to follow oral and written instructions.
  • Ability to gather information by examining records and document and through questioning individuals.
  • Ability to maintain accurate records.
  • Ability to prepare general and financial reports.
  • Ability to write concisely to express thoughts clearly and to develop ideas in a logical sequence.
  • Ability to exercise sound judgement.
  • Ability to communicate effectively in oral expression.
  • Ability to exercise discretion in handling confidential information.
  • Ability to deal tactfully with others.
  • Ability to establish and maintain harmonious working relationships with others.
  • Ability to work independently, as well as in a team setting.

  • Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; determining subordinates' training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action.
  • Knowledge of the principles, practices, and techniques of supervision.
    Ability to coordinate the efforts of others in accomplishing assigned work objectively.


Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.


III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
