Job Opening:
The State Reclamation and Mosquito Control Board seeks applicants for an Accountant IV to perform the following duties:

Detailed Statement of Duties and Responsibilities:
Finance Functions:
- Assist with the management of revenue, encumbrance and payment processing operations.
- Receives encumbrance requests from Mosquito Control Districts; processes encumbrance transactions in MMARS, including PC, CT, and GAEs; and issues purchase order (PO) numbers to Districts, as needed.
- Resolves payment problems to ensure timely payment processing and that submitted invoices meet all the requirements and processes priority payments and miscellaneous fiscal transactions in MMARS, including Payment Vouchers (PV), Expenditure Corrections (EX), vendor Expenditure Refunds (ER), etc.
- Researches various issues, including vendor payments and discrepancies between the District's records and the Fiscal Office, which includes problem-solving and assisting Districts and Vendors with reconciliations and questions or issues.
- Indirect supervision and direction to District finance and administrative staff.
- Assists Finance Manager, CFO, and SRB Chairman &/or Executive Director with various duties, as needed.
- Assists Procurement Manager in managing procurement requests from Districts, including handling initial procurement requests, assisting with RFRs, assisting contract renewal tracking, and other procurement duties as assigned.
- Serve as the point person with the Procurement Manager for all Comm-Buys-related tasks, including creating requisitions, submitting purchase orders, resolving purchasing issues within the system, and handling other issues that may arise.
- Track and process all Departmental chargebacks.
- Assist the Finance Manager in processing all MMARS RPO's for the Districts' leases to ensure timely rental payment or resolve issues.
- As needed, the commissioner reviews and processes all travel and employee reimbursements and the Commissioner's stipends in HRCMS and works with the districts to reconcile any problems.
- Performs duties associated with calendar year-end deadlines such as W2/tax form requests or adjustments.
- Other duties as assigned.
Administrative:
- Check for incoming mail and distribute.
- Maintain an out-of-State Travel Requests (TAFs) log; receive, log in, copy, and send to the Chief of Staff; log out to EEA for approvals; track TAFs and send approved copies to districts.
- Assist with various duties as needed.
Reports:
- Generates various fiscal reports, including those online reports from MobiusView; reviews the reports to resolve discrepancies or issues reported by the Districts and distributes payroll reports on a biweekly basis and maintains reports files.
- Utilize MMARS Warehouse to develop monthly expenditure reports for Districts to track their expenditures.
Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
