Agency Overview:

The Executive Office for Administration and Finance (A&F) plans and executes fiscal and administrative policies that serve to ensure the financial stability, efficiency, and effectiveness of state government. The key responsibilities of A&F include managing the operational and capital budgets of the Commonwealth and managing funds received from the federal government. A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the Secretariat Chief Information Officer (SCIO). A&F IT is a team of approximately 300 skilled and committed IT professionals who develop and maintain technical solutions that address business challenges for Executive Office of Administration and Finance agencies.

Position Summary:

The Accessibility Specialist will support the Accessibility Director in implementing accessibility initiatives and ensuring digital products and services meet compliance with accessibility standards. This role will work closely with design, development, and content teams throughout the software development lifecycle to integrate accessibility into all stages of the process. The Accessibility Specialist will lead accessibility evaluations, provide hands-on support in implementing accessibility tools, and offer training to teams to foster a culture of accessibility across the organization.

Duties and Responsibilities:

  • Partner with design, development, and content teams throughout the software development lifecycle to ensure accessibility is embedded in processes and procedures across the entire software development lifecycle.
  • Assist teams in integrating accessibility tools into their design, development, and monitoring processes, enhancing efficiency and ensuring ongoing compliance with accessibility requirements.
  • Lead and perform comprehensive accessibility evaluations for digital properties to ensure compliance with Web Content Accessibility Guidelines (WCAG) and usability standards.
  • Collaborate with UX research teams to incorporate accessibility research into their workflows and user studies, ensuring that user-centered design is inclusive of individuals with disabilities.
  • Monitor accessibility compliance throughout the software development process, identifying gaps and opportunities for improvement to drive continuous enhancement of digital services.
  • Analyze and provide accessibility metrics to identify trends and gaps involving the creation of accessible websites for reporting and training purposes.
  • Collaborate with the Director of Accessibility on additional projects as assigned.

Preferred Qualifications:

  • 3-5 years of experience in digital accessibility or a related field.
  • Minimum of 3 year of accessibility design and UX experience.
  • IAAP Certified Professional in Accessibility Core Competencies (CPACC) and Web Accessibility Specialist (WAS) Certification a plus, but not required.
  • Familiarity with accessibility standards, including WCAG, ADA, Section 508, and WAI-ARIA.
  • Proven experience conducting accessibility evaluations and audits using both manual and automated methods.
  • Strong knowledge of integrating accessibility into the software development lifecycle and design processes.
  • Ability to collaborate with cross-functional teams, including design, development, UX research, and content departments.
  • Proficient in using accessibility testing tools and platforms, such as screen readers, color contrast analyzers, and keyboard navigation testing.
  • Excellent problem-solving skills with the ability to identify and address accessibility challenges.
  • Strong communication skills, with the ability to provide clear technical guidance and training to teams.

This position is assigned to A&F IT's offices at, MITC 200 Arlington Street, Chelsea, Massachusetts. Currently, this position will require in-person and virtual presence, as assigned by the supervisor. The offices at MITC are MBTA accessible.

An external candidate recommended for a position with the Executive Office for Administration and Finance IT will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.

Minimum Entrance Requirements:

Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for the required experience.
