The Office of Leave Policy Administration (OLPA) is a unit within HRD which administers a comprehensive set of family and medical leave benefits for state employees in the Executive Department.

Position Overview:

HRD is seeking an Absence Analytics Manager to join the OLPA team. This new position, which reports directly to the Director of Leave Policy Administration, is an exciting opportunity to serve as an invaluable partner as we grow the unit and establish an in-house leave administration model. Where program integrity and the employee experience are of the utmost importance, the focus of this position will be producing quality, data-driven results that will serve as the basis for critical decision-making for the Executive Department's family and medical leave program. Additionally, the person selected for this position will serve as a subject matter expert in the Executive Department's leave management software and applications.

This position requires a strong ability to structure, transform and model data with the goals of discovering and presenting useful information, informing conclusions, and supporting decision-making. Because this is a hybrid position, the ideal candidate must be able to collaborate effectively in both virtual and in-person environments.

Primary Duties:

  • Supervise a team of staff who support the data analytics and program integrity functions of OLPA.
  • Provide qualitative and quantitative data analysis, including exploratory and predictive analysis, necessary for strategic decision-making, collective bargaining, and other related activities in the area of leave utilization.
  • Provide subject matter expertise on the design, deployment and support of leave management business applications and services.
  • Develop and implement medium range plans and standard operating procedures relative to data and program integrity.
  • Exercise independent judgment in establishing data/program integrity priorities while operating in a defined policy environment.
  • Train new OLPA staff to use leave management software/applications, HR/CMS, Commonwealth Information Warehouse, HR Analytics, and other relevant applications.
  • Manage provisioning and deprovisioning of access to leave management software/applications.
  • Liaise with ANF-IT for assistance with complex troubleshooting, configuration, or enhancement of leave management software/applications.
  • Oversee and maintain databases of employee claims filed with the Department of Family and Medical Leave (DFML) and corresponding payments.
  • Oversee reconciliation of data across multiple data sources to inform Leave Administration Managers of potential program integrity concerns.
  • Create, design, and deliver reports that analyze leave management functions to improve workflow processes, automate daily tasks, and performance metrics to ensure accuracy of data reporting.
  • Define new data collection and analysis processes, working with leave management stakeholders as necessary to ensure data integrity and compliance.
  • Assess the need and opportunities for new and improved reporting efficiencies. Propose and communicate ways to automate and streamline processes and reporting.
  • Develop and implement data storage systems, data collection systems, data analytics approaches, processes and other strategies that optimize methodological efficiency and quality.
  • Support collective bargaining by providing data and leave management experience to negotiation team.
  • All other duties, as assigned.

Preferred Qualifications:

  • Prior experience in the field of Human Resources or Human Capital Analytics.
  • Working knowledge of HR/CMS, Oracle/Peoplesoft, or similar HR Information System (HRIS).
  • Working knowledge of the Commonwealth Information Warehouse, HR Analytics, and/or other similar data and analytics tools.
  • Advanced knowledge of Microsoft 365 applications, including Excel, Word, PowerPoint, Teams, SharePoint, and Outlook.
  • Ability to exercise sound judgment and discretion in handling confidential information.
  • Ability to engage in effective communication by creating, preparing and presenting visual data appropriate to the audience.
  • Ability to sufficiently explain and caveat analyses to indicate circumstances or applications when results are likely to be biased or misleading.
  • Ability to learn and apply advanced methodologies as necessitated by research question.
  • Knowledge of and ability to perform data analysis and apply query design principles, data visualization, and/or statistical analysis.
  • Knowledge of data analytics and use of business intelligence and technical tools to source and organize data.
  • Ability to problem solve, use deductive and inductive reasoning, and apply critical thinking skills to complex matters.
  • Ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Ability to use data analysis and business intelligence to interpret trends to support organizational activity.
  • Ability to prepare recommendations, reports and revisions based on business data analytics.
  • Knowledge of the methods of statistical report writing.
  • Knowledge of project management and business planning.
  • Ability to adapt to new tools and concepts in the field of Data Analytics.
  • Ability to establish rapport and maintain harmonious working relationships with others.
  • Ability to assemble items of information in accordance with established procedures and maintain accurate records.
  • Abilities to write concisely and effectively, to express thoughts clearly, and to develop ideas in logical sequence.
  • Ability to make effective oral presentation; ability to communicate effectively in oral expression.


Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
