POSITION: Construction Safety Manager, Petersburg Gas Conversion

AES is currently seeking a Construction Safety Manager to support the Petersburg Repowering Project (the "Project"). Today, AES Petersburg is an 1,100MW coal-fired electric power generating facility. Through the Project, Petersburg Units 3 and 4 will be converted to natural gas fuel. The construction of gas conversion work will be conducted in three seamless phases: (i) gas yard and gas piping work, (ii) unit 3 outage work (while unit 4 remains in operation), and (iii) unit 4 outage work (unit 3 will return to operation during this period). The Project works includes: constructing a natural gas lateral pipeline, approximately one mile in length, with associated valves and metering; installation of a natural gas conditioning and pressure reducing station; replacing the existing coal firing systems with natural gas burners and ignition systems; installation of a flue gas recirculation system on Unit 4; increase the surface area of the superheater and reheater circuits; and remove or retire-in-place other systems that are no longer required to support the combustion of natural gas. These works are expected to be supported by 10-12 subcontractor companies. Additionally, in parallel with the Project the plant will undertake major repairs to its primary components which will be supported by 15-20 subcontractors.

The Construction Safety Manager will lead a small team of Safety Specialists and work closely with Project leadership to establish a positive safety culture and be responsible to ensure that all the current policies and procedures are being implemented in support of the safety of all site workers and the overall Project. The primary focus will be to work with the various contractor companies to proactively plan, direct, and implement the Company's safety expectations to ensure a safe, healthy, and accident-free work environment through programmatically identifying and mitigating potential hazards and promoting compliance with Company and contractor safety programs as well as federal, state, county, and local safety related regulations. This role will be directly responsible for ensuring contractors are conducting activities in a safe manner for the protection of our employees, clients, contractors, subcontractors, and the public. The ideal candidate for this role will demonstrate strong leadership skills, work well in a team environment, have excellent communication skills, and will strive to enrich the Company Culture.

Key Responsibilities:

Safety Planning: Developing and implementing safety strategy, plans, procedures, and protocols specific to Project activities. This includes identifying potential hazards and establishing safety measures to address them.

Risk Assessment: Working closely with the Contractor Companies and Project team, conduct thorough risk assessments to identify potential safety hazards and evaluate their impact on the Project. This involves assessing and mitigating the risks associated with electrical systems, wiring, grounding, electrical installations, heavy machinery, working at heights, confined spaces, and other aspects of power construction.

Safety Inspections: Ensure that Project work sites are regularly inspected to confirm compliance with safety regulations and standards. This includes inspecting electrical systems, scaffolding, personal protective equipment (PPE), and other safety measures.

Training and Education: Establish safety training and awareness programs to support construction workers and staff. This involves educating them about potential hazards, safe work practices, proper equipment usage, emergency procedures, and any specific electrical safety protocols related to the Project.

Incident Investigation: Ensure timely investigation of accidents, incidents, and near-misses, and conducting Root Cause Analyses (as appropriate), to develop strategies to prevent similar occurrences in the future. This may involve analyzing construction methods, equipment failures, and worker behavior to identify areas for improvement.

Safety Compliance: Ensuring compliance with Company, local, state, and federal safety regulations and standards. This includes staying up to date with the latest safety guidelines and making necessary adjustments to construction practices to meet those standards.

Emergency Preparedness: Lead the development of emergency response plans and coordination of drills to prepare workers for potential emergencies, such as electrical accidents, fires, or natural disasters. This includes establishing evacuation procedures, assembly points, and communication protocols.

Safety Documentation: Ensure accurate safety records and documentation, including safety metrics (weekly/monthly), incident reports, safety training records, inspection reports, permits, and safety equipment certifications are maintained. This documentation helps track safety performance and provides evidence of compliance during audits.

Key Requirements:

5-10 years of related experience.

A bachelor's degree or equivalent experience in engineering, preferably in occupational health and safety, industrial engineering, mechanical engineering, or a related field. Advanced degrees will be given additional consideration.

Professional certifications related to safety engineering, such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Occupational Health and Safety Technician (OHST) will be considered along with prior work experiences.

Committed to delivering incident-free work environments through quality safety culture and practices.

Ability to effectively communicate and influence at all levels of an organization.

Able to establish relationships and trust with key partners and contractors.

In-depth understanding of local, state, and federal laws and standards relevant to the industry in which they work (e.g., OSHA regulations in the United States).

Familiarity with industry-specific safety standards, such as those set by the American National Standards Institute (ANSI), the National Fire Protection Association (NFPA), or the International Electro-technical Commission (IEC).

Ability to assess workplace hazards and perform risk assessments to identify and mitigate potential dangers and vulnerabilities.

Knowledge of hazard analysis techniques such as Job Hazard Analysis (JHA), Failure Mode and Effects Analysis (FMEA), or Fault Tree Analysis (FTA).

Proficiency in developing, implementing, and leading comprehensive safety management systems within an organization.

Experience in crafting safety policies, procedures, and protocols to ensure compliance

Proven ability to lead detailed investigations of workplace incidents, accidents, and near misses.

Proficiency in root cause analysis techniques, such as the 5 Whys, Fishbone Diagrams or TapRooT, to determine underlying causes and develop preventive measures.

Ability to develop and deliver safety training programs to employees, ensuring they are aware of safety protocols and procedures.

Strong knowledge of engineering principles and control safety hazards.

Familiarity with safety-related equipment, systems, and technologies , such as personal protective equipment (PPE), machine guarding, fire suppression systems, or ventilation systems.

Strong analytical and problem-solving abilities to assess sophisticated safety issues, propose solutions, and make informed decisions.

Meticulousness in documentation and record-keeping, including safety inspections, incident reports, and audits.

Collaboration and teamwork skills to work optimally with multi-functional teams, including engineers, management, and frontline employees, to improve safety practices.

Strong computer and analytical skills

Excellent organizational, project, planning & time management skills.

Ability to work under pressure to meet deadlines.

Able to work supportively and collaboratively with other teams.
