Department Overview
The Business Governance and Control team (BB G&C) acts as 'first line of defense' and are the protectors of our businesses guided by the Three Lines of Defense Risk Framework: Risk Ownership, Risk Oversight, and Internal Audit. Our overall goal is to oversee the compliance of business risk, controls, and oversight activities, while lending a critical voice as a consultant contributing towards a mutual goal. The businesses we support include Commercial Banking Centres, Small Business Banking, Business Banking Divisional Office, BB Product, & Specialized Financing Groups.
In partnership with the business units and other groups within TD, we play a lead role in management of enterprise-wide programs such as Operational Risk programs including Process Risk Control Self Assessments (pRCSA), Control Testing, Business Continuity Management (BCM), Compliance activities related to Privacy, Bank Act, Audits, Regulatory Exams, Accessibility, Technology Controls, Fraud awareness, ILED, and other ad-hoc activities for Business Banking.

Job Description
Reporting to the Manager, BBG&C, the Senior Governance & Control Analyst will provide business governance and control guidance and support for Operational Risk programs, specifically, Process Risk Control Self Assessments (pRCSA) and Control Testing. May provide complex reporting, analysis, testing and assessments at the functional or enterprise level and is generally a lead or SME for a given area / function.
Specific Accountabilities:
- Execute, lead and support the completion of governance and control engagements in support of the Operational Risk programs, namely, pRCSA and Control Testing
- Drive a strong governance and internal control environment and perform effective challenge by executing on enterprise pRCSA and Control Testing frameworks
- Review processes and controls and "connect the dots" across issues and control deficiencies in order to increase standardization of solutions, processes and controls
- As a trusted advisor to internal business partners, recognize and anticipate emerging trends, identify issues/opportunities, and recommend actions to senior management
- Provide leadership team with information, reporting and support to ensure operational risks are appropriately managed and adherence to internal policies and procedures is effective
- Maintain an understanding of existing and emerging regulatory requirements, operational processes, inherent risks, and ORM policies & practices to provide tailored advice and counsel to the Corporate Functions
- As a trusted advisor to internal business partners, recognize and anticipate emerging trends, identify issues/opportunities, and recommend actions to senior management
Job Requirements
- Undergraduate degree preferred
- 2+ years pRCSA and Control Testing experience in a 1B function preferred
- Interpret guidelines, standards, policies and results of analysis to inform decision making at senior levels
- Works independently as a SME or lead and guides others within area of expertise
- Detail oriented and strong analytical skills
- Ability to analyze, research, organize and prioritize work while meeting multiple deadlines and exercising sound judgement
- Strong written and verbal communication skills to build and maintain strong working relations with cross functional teams
- Previous Business Banking experience would be an asset
