Job Description:

The Head of Finance, Balance Sheet Optimization, Compliance Reporting oversees a cross-functional team that is responsible for monitoring the Bank's compliance with the asset cap provision. This includes the on-going reporting and analysis of the Bank's assets while also identifying opportunities to rationalize RWA / capital and optimize ROE. Collaborates across Risk, TBSM, Corp Dev, Business leaders, Chief Accountants, and other critical areas to ensure accurate and complete financial reporting on the Bank's asset position and proactively recommending adjustments to execution strategies to ensure the Bank remains compliant with the asset cap provision. Liaises with the regulatory affairs team to provide updates to the regulators.

Depth & Scope:

  • Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
  • Implements and manages processes, facilitates efficient data collection and reporting on asset positions
  • Maintains accurate and up-to-date records of data/information used in reporting
  • Regularly analyzes asset performance metrics like profitability / ROE to identify potential opportunities for asset optimization and recommends adjustment to execution strategies as needed
  • Generates reports on asset positions, profitability, RWA and capital
  • Collaborates across Enterprise and US Treasury, Corp Dev, business leaders and other critical areas to ensure accurate and complete financial reporting on the Bank's asset position
  • Identifies and assesses potential risks associated with asset optimization actions
  • Interfaces with various internal partners in Finance, Capital Management, and Risk Management to implement appropriate governance/control, effective challenge, execution and documentation to sustain the asset cap provision
  • Assesses roles and responsibilities of various management committees and governance forum charters to ensure appropriate responsibilities are defined and executed
  • Convenes governance (sub) committees as necessary to resolve escalated issues that require team owner input or executive action
  • Develops and implements training program for staff involved in asset cap provision, Lines of Business and Board
  • Sets Governance standards and reviews adherence to asset cap provision, including challenge process
  • Designs and enforces overall Estimation Approach Framework for asset cap provision
  • Builds and sustains effective relationships with US regulators
  • Central team accountability for asset cap provision Program
  • Works closely with Risk & Control partners to ensure compliance with internal and regulatory expectations
  • Develops standards to inform committee members of the roles they are expected to play during review and challenge sessions
  • Ensures management adjustments/overlays are reviewed/approved by appropriate management committees/stakeholders in accordance with established protocols, documented within the capital plan and evidence captured within governance meeting minutes
  • Develops enhanced documentation standards to drive additional granularity in documentation of minutes and evidence within various management and board committee meetings
  • Drives efficiencies and communicates effectively across various work streams
  • Develops, assigns and monitors plans to ensure completion of goals and objectives
  • Develops and maintains strong business relationships with business line management and other key stakeholders
  • Manages the development of conclusions and courses of action to rectify discrepancies as well as analyses to be presented to management for aid in decision-making processes

Education & Experience:

  • Bachelor's degree required
  • 10+ years of financial services experience required, preferably across multiple disciplines inclusive of deep subject matter expertise in Finance
  • Ability to apply consultative relationship management and influencing skills across all levels with organizational prowess
  • Ability to work effectively with a broad range of stakeholders
  • Experience in the effective execution of change management strategies and processes in a complex, multi-faceted business
  • Ability to prioritize tasks and determine what is important and where value can be best added
  • Organizational awareness and resourcefulness - understanding of whom to engage in order to identify solutions and resolve issues. Superior understanding and judgment on issues to resolve independently or to escalate
  • Ability to deal with significant ambiguity and constantly changing priorities in a fast-paced environment
  • Strong business acumen and analytical skill set ability to absorb information on a variety of complex issues (financial and nonfinancial) and summarize key issues or concerns
  • High degree of personal integrity in order to recognize and manage access to sensitive information about the Bank, our strategy, results, people and issues being addressed
  • Excellent judgment, relationship management skills, impact and influence capability, with a demonstrated ability to work effectively with leaders at all levels

Customer Accountabilities:

  • Develops and maintains good relationships with key business and other stakeholders and effectively communicates with them
  • Liaises and effectively interacts with internal and external auditors, regulators where applicable and ensures appropriate action is taken where required
  • Acts as subject matter expert for own area and provides guidance/advice and recommendations to support dealings with internal/external partners

  • Ensures compliance with Asset Cap
  • Protects the interests of the organization - identifies and manages risks, and escalates non-standard, high-risk transactions/activities as necessary
  • Keeps abreast of emerging issues, trends, and evolving regulatory requirements and assesses potential impacts
  • Ensures employees are knowledgeable; and assumes responsibility to minimize operational and regulatory risk by complying with Bank and industry Code of Conduct
  • Maintains a culture of risk management and control, supported by effective processes in alignment with risk appetite
