Job Description:
The Risk Manager supports an effective risk management framework by partnering with the business and control partners in identifying, reporting and mitigating operational risk issues and is a subject matter expert in the operational risk framework and risks/process/controls. The role is accountable for identifying issues and risks to make sure they are understood and managed within Wealth's risk appetite.
The Risk manager reports directly to the Senior Risk Manager, Wealth ORM.
Accountabilities of this role include but are not limited to the following:
- Supporting delivery of 2nd line challenge activities required to execute on the ORM Framework, including but not limited to:
- Process Risk and Control Self-Assessments (pRCSA) across all Wealth processes
- G& C testing of key controls identified from the pRCSA, and remediation plans on any identified gaps
- Issue Management Framework ensuring inadequately mitigated risks due to a weakness/gap in controls gets executive attention and remediated
- Internal Loss Event Data (ILED) Operational Risk Event Notification and Reporting
- Scenario and External Loss Event Data analysis
- Engage in special initiatives on emerging risk or regulatory/industry requirements
- Participation in Risk Forums
- Develop and maintain active and cooperative relationships with key internal and external business partners such as Internal Audit and the Wealth Risk and Operational Management teams
- Maintain a strong understanding of business owned risks to adequately assess risk exposures and impacts
- Contribute to project oversight activities such as identifying risks and recommending mitigation measures, communicating activity status, as well as escalating possible issues.
- Effectively partner with Governance & Control to manage Risks associated with change
Department Overview
TD applies the "Three Lines of Defense" model to risk management. Risks are owned and managed by the business (first line), which is responsible to develop, operate, and monitor sufficient controls. Risk Officers (and other governance roles) form the second line. The second line is independent of the business; it provides policies, standards and methodologies, and has the accountability and authority to assess and challenge the first line to ensure compliance with the same. Internal Audit is the third line of defense, providing periodic independent verification of first and second line activities.
Wealth Risk Management: The TD Wealth Risk Management function provides independent oversight and governance with respect to the Wealth segment. Wealth Risk accountabilities follow the TD Risk Management Mandate and in addition, is accountable to the Risk Committee of the Board with respect to the identification, assessment, measurement, control, monitoring and reporting risk management activities.
Within Wealth Risk, the Wealth Operational Risk Management (ORM) department works with our business partners to ensure that the operational risk that stems from people and technological processes, including change, are identified, monitored and managed effectively.

Job Requirements
Specific Educational Requirements/Accreditations:
- Post-secondary education.
- Level 1 Operational Risk Management certification program to be completed within the first year of hire; completion of levels 2 and 3 within two years of hire.
Other Qualifications/Skills/Experience:
- Deep industry and business knowledge and expertise on risk and control functions
- 5+ years of experience
- Advanced knowledge of governance, risk and control procedures, strategies, and tactics
- Advanced knowledge of risk management environment, standards, regulations, and mitigation
- Ability to exercise sound judgement in making decisions
- Proven history of making an impact and executing on strategies and delivering superior results in a high volume, fast paced environment
- Well-developed analytical and problem-solving skills
- Excellent team player with demonstrated interpersonal and relationship management skills and a strong ability to make things happen through the use of positive influence
- Strong verbal and written communication skills
- Inquisitive by nature, proactively identifying risks/issues and challenging status quo
