Who we are looking for

The UK-based Outsourcing Oversight and Governance Manager (Edinburgh or London based) will provide subject matter expertise on Outsourcing risk on behalf of SSTL internally and in engagement globally with other parts of State Street as required. The successful candidate will demonstrate a good understanding of the regulatory regime governing Outsourcing and, ideally, some practical experience in this area. Experience and/or knowledge of the theory and execution of risk, control and governance matters is also preferred. Enthusiasm to embrace the dual aspects of technical specialism and general governance responsibilities offered by this role will be key. Confidence to engage and communicate with all levels of the organization coupled with excellent written and oral skills are a must.

As one of the largest providers of Trustee and Depositary services in the UK, State Street Trustees Limited (SSTL) is a subsidiary of State Street Corporation acting as Depositary for approximately 458 UCITS and AIFMD funds across 40 clients with total asset values of GBP 362bn. SSTL currently services 182 AIFs (AUM GBP 101bn), which includes investment
trusts. With nine Depositaries across Europe, Depositary is an integral product for State Street in EMEA.

SSTL Board requires the appointment of an Outsourcing Oversight Manager (OOM) to assume responsibility for managing all aspects of Outsourcing risk for the SSTL legal entity. Since we are bound by various regulatory and policy requirements relating to Outsourcing, SSTL's Outsourcing Oversight Manager (OOM) is a crucial AVP level role responsible for ensuring that an appropriate Outsourcing oversight framework is developed, implemented, maintained and reported upon. This role sits within SSTL's Governance team and in addition to Outsourcing responsibilities, the role holder will also provide direct support to the Head of Governance across the wider risk, control and governance framework. The diversity in this role provides the role holder the opportunity to develop a specialist risk skillset whilst also gaining exposure to a broader first line of defence operational and technology risk environment.

What you will be responsible for

As SSTL Outsourcing and Governance Manager your responsibilities will include:

  • Leading SSTL in all regulatory, risk, policy, governance and control activities relating to Outsourcing. Additionally, you will participate in Outsourcing related activity across regions globally, particularly during change.
  • Chairing the SSTL Outsourcing Governance Forum and driving all activities associated with that Forum.
  • Ensuring that external and internal Outsourcing regulatory and policy requirements are identified and, respond to those by implementing and maintaining a compliant framework on an ongoing basis.
  • Ensuring the integrity of SSTL's Outsourcing Inventory and responsible for associated attestations at EMEA level.
  • Overseeing the individual SSTL Engagement Managers in the performance of their outsourcing responsibilities.
  • Ensuring that the Outsourcing repository (ARCHER X) is adequately maintained.
  • Designing and producing appropriate Outsourcing reporting to SSTL Management, SSTL Board and internal regional governance committees as required.
  • Performing the role of Engagement Manager for selected SSTL Outsourced services, as required.
  • Developing and delivering Outsourcing specific training and communications to Engagement Managers and other SSTL staff as required.
  • Identifying and implementing Third Party Risk Management (TPRM) requirements to support SSTL's compliance.
  • Deputising for SSTL Head of Governance as required.
  • Ensuring that SSTL's Policy assessment framework is maintained, and policy reviews are performed in a timely manner.
  • Undertaking any other risk, control or governance activities as required to support the effectiveness of SSTL's operational risk governance model.

Education & Preferred Qualifications

  • 5 years+ financial services knowledge/experience.
  • Good working knowledge of Operational and/or Regulatory Risk and Controls methodology.
  • Ideally, previous experience of outsourcing programs, and/or FCA SYSC 10 regulations.

Additional requirements

Hybrid working - 2 days in office minimum.
