Position Summary

This position is within State Street Global Advisors Enterprise Risk Management team in the EU, based either in Dublin or Krakow. The primary focus of the role is to provide independent oversight for SSGA's operations in the EU. As the PCF14 (Chief Risk Function holder) and PCF39b (Designated Person with responsibility for Operational Risk), the role will ensure that both fiduciary and principal risks are adequately identified, monitored and controlled. A strong knowledge of investment strategies and their associated risks is required, gained from experience in institutional investment management, risk management and/or research organization.

Our Team

Sitting within the 2nd line of defence, this Vice President role reports to the EMEA Head of Risk, providing independent risk oversight for SSGA's operations in Ireland, Poland and associated sales branches across the EU. We are a diverse team of circa 65 risk professionals based in Boston, Stamford, London, Dublin, Krakow, Bangalore and Sydney. As a combined group, we are responsible for identification, monitoring, control, and reporting of operational, investment, liquidity, credit, and model risk globally. The team currently adopt a hybrid work approach and the role will be expected to have similar in-office attendance to other similar roles.

Your Duties and Responsibilities

  • Serve as the primary interface with the Central Bank of Ireland (CBI) on SSGA risk matters.
  • Hold the CBI Pre-Approved Control function roles PCF14 (Chief Risk Function holder) (75% time) and PCF39b (Designated Person with responsibility for Operational Risk) (25% time) for State Street Global Advisors Europe Ltd, SSGA's operating entity in the EU. The role holder will have relevant expertise, qualifications and background to perform the role. They will have sufficient seniority and independence to influence proposals, provide risk opinions and challenge decisions which affect the firm's exposure to risk.
  • Provide local management oversight of SSGA EMEA Risk team in EU.
  • Ensure that the risk programs for all risk disciplines address all relevant risks as well as corporate and local requirements by collaborating with business areas including Finance, Compliance, Legal, Regulatory and Industry Affairs and Corporate Audit as appropriate.
  • Manage the legal entity operational risk programs, such as Risk Appetite Framework, Risk Appetite Statement and ERM related ICAAP tasks for SSGA Europe Ltd; facilitate board approval processes.
  • Ensure that appropriate risk management information is produced and reviewed at appropriate intervals and to the relevant bodies (committees, boards etc.). Escalate heightened or out of appetite risks to the EMEA Head of Risk, the Head of SSGA Europe Ltd and all relevant governance bodies.
  • Provide second line oversight of the outsourcing program.
  • Represent ERM on relevant committees such as the Senior Management Committee and EMEA Risk Committee.
  • Help implement and embed with the business leaders risk appetite, the risk management framework and risk systems.
  • Contribute to the broader enterprise risk team strategic initiatives and day to day activities. Proactively examine, measure, monitor and communicate risk exposures with focus on outliers and changes in the risk profile of investment funds and respond to ad-hoc requests from various business groups and senior management. Work with stakeholders to ensure global risk programs meet local regulatory requirements.
  • Keep abreast of regulatory developments, new products, services, technologies and applications as well as their respective impact on the business' risk profile.
  • Establish and oversee the development of a risk excellence culture within the business by supporting a culture of risk transparency and effective challenge.
  • Maintain the highest standards of conduct and integrity and ensure compliance with accepted industry practice, company policies, statute and regulatory requirements.

Qualifications and Experience

  • Bachelor's degree in finance, economics, mathematics or business-related field, or equivalent experience. Master's degree in similar area, CFA or FRM beneficial.
  • Experience of investment and operational risks, gained in an asset manager, either in an enterprise risk role, or risk-aware investment role.
  • Strong technical knowledge and skills: ability to articulate risks across the risk spectrum to senior business leaders, regulators and other stakeholders throughout the global organization.
  • Deep understanding of risks that face an investment manager, and a good grasp of investment products, especially mutual funds and ETFs.
  • Ability to manage multiple tasks, prioritize effectively, meet deadlines and deliver high quality, error-free work in a dynamic and fast-paced environment.
  • Capable of proactively taking responsibility for independent projects with limited direct supervision.
  • Excellent written, oral and interpersonal communication skills.
  • Collaborative by nature with the ability to motivate and help others achieve more by working with local and global teams.
