What Your Job Will Be Like:

We are seeking a qualified and motivated applicant for a Sitewide Strategic Planner position. As a Strategic Planner, you will lead and manage various site planning activities, outreach, and collaboration. You will lead efforts to integrate program requirements with corporate site development, stewardship, and regulatory compliance, creating site-level strategies and documents to support long-range plans for Sandia's critical capabilities. The work calls for effective partnership, communication, and collaboration with various cross-discipline SME's, lab leadership, and contracting with external architectural and engineering firms to enhance planning activities and deliverables.

On any given day, you may be called on to:

  • Provide consultation and technical advice, as well as analysis and evaluation on projects.
  • Evaluate existing sites, facilities, and infrastructure to meet programmatic needs.
  • Set the technical design requirements for facilities and infrastructure; understand the respective security, operational, safety, and environmental constraints; and forecast and propose the development, redevelopment, or divestment dependent upon that understanding.
  • Develop site master plans indicating capabilities, shortfalls, and necessary improvements.
  • Contract with and oversee external architectural and engineering firms to enhance planning activities and deliverables.
  • Represent Sandia's interests in real property matters ranging from acquisitions, leasing, permitting, site development and improvement, and disposition. Assists in searching for and assessing appropriateness of new sites for development, and provides recommendations for land use and siting.
  • Act as an intermediary between internal stakeholders, the National Nuclear Security Administration (NNSA), and land and building use providers transacting with Sandia.
  • Interpret architectural, mechanical, electrical, plumbing, and civil documents, drawings, and schematics.
  • Collaborate with different teams on site planning documents to understand project requirements and objectives and conduct risk assessments to mitigate potential challenges.
  • Coordinate project schedules, resources, and budgets for timely and cost-effective project delivery.
  • Apply knowledge of zoning laws, land use regulations, and environmental standards at local, state, and federal levels, and how those relate to solutions being explored.
  • Apply knowledge of maintenance and sustainment processes required by U.S. Department of Energy and NNSA sites, including site planning and project development.
  • Demonstrate analytical and problem-solving skills, with the ability to manage multiple tasks and changing priorities.
  • Use interpersonal skills for interaction with senior management, engineering firms, and project leads, reflecting Sandia's core values.

    The selected applicant can work a combination of onsite and offsite work. The selected applicant must live within a reasonable distance for commuting to the assigned work location when necessary.

Salary Range:

$99,400 - $193,600

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

  • Bachelor's degree in Architecture, Urban/Regional Planning, Engineering, Project Management, or other relevant discipline plus five (5) years' experience in planning and project development for buildings and infrastructure systems; or equivalent combination of education and experience (Associates degree plus 9 years of previously mentioned experience; Master's degree plus 1 year of previously mentioned experience).
  • Ability to obtain and maintain a DOE Q-level security clearance.

Qualifications We Desire:

  • Masters degree in Architecture, Urban/Regional Planning, Engineering, Project Management, or relevant discipline.
  • Professional Architectural/Engineering licensure or accreditation from American Institute of Certified Planners (AICP), or Project Management Institute (PMI).
  • Strong experience with Project Programming (Architectural and Engineering) and/or creating Site Development Strategies.
  • Self-motivated and team-focused professional with strong communication skills.
  • Demonstrated presentation skills with ability to adapt message to a broad range of management and staff.
  • Experience in environmental planning, transportation planning, sustainability and resiliency planning, outdoor amenities, and/or historic preservation.
  • Proficiency with GIS, Adobe Creative Suite, SketchUp, AutoCAD, and other design software.
  • Ability to lead teams with minimal guidance, and experience exercising latitude to develop objectives and how to carry out assignments.
  • Active DOE Q-level or DOD security clearance.

About Our Team:

Facilities and Infrastructure (F&I) Strategic Planning provides investment planning and strategy within a capability/program framework, collaborative partnership and teaming across division 4000 and the labs, real property strategy and management, master planning efforts and documents, and leadership in developing integrated F&I data analytics, visualizations, and data-driven site planning deliverables.
