What Your Job Will Be Like:

Sandia National Laboratories is seeking a Safety Basis Engineer to join the Environmental Safety & Health Planning Department's Safety Basis Team. This experienced and energetic team performs a wide array of tasks across the laboratory to support and provide safety basis and work planning and control (WP&C) oversight for Sandia's facilities. In this role, you will contribute to ensuring the safety and compliance of operations through technical assistance, training, and thorough documentation.

Key Responsibilities:

  • Provide on-site and off-site technical assistance, classroom training, document reviews, audits, assessments, and support for hazard analyses.
  • Perform analyses of processes, systems, and accident phenomenology to identify potential safety concerns.
  • Assist facilities with operating envelope documentation annual reviews/updates, including safety evaluations for accelerators and safety assessments for industrial facilities requiring rigorous analysis, along with other safety basis documentation such as change and configuration management, Job Safety Analyses (JSA), and Task Work Documents (TWD).
  • Lead or assist with various aspects of the Readiness Review or Readiness Verification processes and evaluate associated documentation to advise on whether planned work has achieved readiness for the safe startup or restart of operations.
  • Lead or assist with Conduct of Operation (ConOps) assessments to ensure compliance with safety protocols.
  • Prepare or review Unreviewed Safety Issue (USI) and Management of Change (MOC) documentation.
  • Assist facilities with the development, maintenance, assessment, and implementation of their WP&C practices and processes.
  • Provide expertise in hazard identification, facilitate hazard analyses to identify and select appropriate controls, and develop/review safety cases.
  • Develop, review, maintain, and provide comments on changes to internal department policies, department-owned corporate policies and software, the ES&H Manual, and other corporate policies and documents.
  • Monitor WP&C and safety basis best practices and lessons learned across the DOE complex.
  • Prepare and review technical reports based on expert interpretation of analyzed data.
  • Interface with a wide variety of Sandia departments such as operations, engineering, and assurance, at all levels of management, as well as the DOE Sandia Field Office and US Government strategic partners.
  • Develop, maintain, and provide Sandia National Laboratories training on WP&C issues and procedures (classroom and virtual).

Salary Range:

$99,400 - $193,600

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

  • Working knowledge of Sandia's implementation of ISMS and work planning and control (WP&C) policies, practices, and procedures.
  • Working knowledge of Sandia's safety basis policies, practices, and procedures.
  • Experience performing or participating in hazard analyses using techniques from Guidelines for Hazard Evaluation Procedures, such as what-if checklist, failure modes and effects analysis, fault/event tree, and qualitative risk analysis using sound engineering principles.
  • Experience assessing organizational WP&C practices and documentation.
  • Experience providing instruction on WP&C, safety basis, and/or related ES&H topics.
  • Experience with, and ability to, interpret various mechanical and electrical drawings, process layouts, blueprints, and other drawings and schematics.
  • Knowledge of risk analysis and risk management principles and fundamentals.
  • Experience with assessing the adequacy and/or validating the implementation of safety controls, including detailed understanding of administrative and engineering controls.
  • Experience working with diverse teams and the ability to work cooperatively in a team-oriented environment.
  • Bachelor's degree in a relevant STEM discipline plus (5) years of experience.
  • Ability to obtain and maintain a U.S. DOE L-level or Q-level security clearance.

Qualifications We Desire:

  • Ability to communicate clearly, concisely, and effectively both verbally and in writing.
  • Ability to use engineering or technical judgment, within defined scientific and engineering practices, in negotiating with customers and program managers to ensure that resources are available to accomplish work, identify program needs, and marshal resources to complete project deliverables within the scope, schedules, and budgets defined in project work packages.
  • Experience with the DOE hazard categorization processes and principles.
  • Experience with DOE/SNL Readiness Review and Readiness Verification processes.
  • Experience with the application of Conduct of Operations (ConOps) at DOE facilities.
  • Experience with the Unreviewed Safety Issue (USI) and Management of Change (MOC) documentation at DOE facilities.
  • Experience in the field of systems engineering.
  • Experience with successful facilitation and resolution of potentially contentious issues in a diverse group setting.
  • Ability to oversee project teams in the planning, tracking, and execution of project plans from initiation to completion.
  • Ability to provide leadership and tactical planning for execution of projects and apply engineering or other technical knowledge to achieve project objectives and deliverables.
  • Ability to negotiate with customers on matters of customer requirements and limitations.
  • Ability to conduct technical and program reviews to report status of schedule and performance to management and customers.
  • Detailed understanding of programmatic and facility operations including engineered systems and respective performance characteristics or engineering controls, operating parameters, failure modes, preventive maintenance requirements, monitoring requirements, and calibrations/certifications.

The ES&H Planning Department contributes to the execution of the Sandia National Laboratories' mission at all levels within the processes of planning and executing work across the laboratory. We partner with our customers to integrate safety into management and work practices at all levels, addressing all types of work and all types of hazards to ensure protection of workers, the public, and the environment. The department performs the following activities:Provide program, technical assistance, and tools to assist customers in understanding and integrating work planning into their activities.Our subject matter expertise includes safety basis regulatory requirements, Primary Hazard Screening design/development/maintenance, Nuclear and Industrial Facility Safety Basis determination and support, Conduct of Operations, Readiness Assessments, and Work Planning and Control/Engineered Safety collaboration.Services provided include on-site technical assistance, training, document reviews, audits and assessments, and support of failure modes analyses/hazard evaluations.This department's mission is consistent with and supports the corporate core values of service to the nation, teaming for excellence, and living safe and healthy lives.Our customers include everyone at the laboratory, focusing on managers and staff planning and performing work in support of Sandia's programs and projects.
