What Your Job Will Be Like:

An exciting and challenging opportunity exists for a Property Administrator to join the 10264 Property Management & Technical Policy & Compliance team supporting Sandia National Laboratories (SNL) in managing personal property. PM&R is responsible for managing and controlling approximately 106k pieces of trackable property with a trackable value of $2.6B. As a valuable member of the team, the successful candidate will serve as the High Risk (HR) Property and Disposition Subject Matter Expert (SME) and program owner. On any given day, you may be called on to do the following for each program area:

  • Serve as SME and partner with the HR Technologist to make HR Determinations for all property leaving SNL for off-site use or via disposition pathways to include Transfers, Trade-Ins, GSA Scrub List, Bailments, Abandonments, Sales and Auction reviews as a last-line-of-defense.
  • Partner with the HR Technologist to perform HR destructions in accordance with DoD 4160.28 Vol. 1,2 and 3.
  • Partner with line customers to conduct Quarterly HR Programmatic Assessments.
  • Maintain the HR operating procedure as a living HR program document that can be utilized for reference by the HR technologist and other PM&R team members.
  • As the HR SME you may be required to provide consultation and guidance to SNL organizations, other NNSA sites and Federal agencies concerning life-cycle management and the disposition of HR property.
  • Know, understand, and provide interpretation of the regulatory requirements that drive the SNL High Risk program: 41 CFR 109-1.53 & 1503 and ensure the disposition of all property is compliant with 41 CFR 102-36.
  • Ensure all SNL, Organizational Property Management Officer (OPMO) and Sandia Field Office (SFO) monthly, quarterly, and annual requirements and reporting are being completed. This may additionally include periodic internal/external/system audits and self-assessments
  • Mentor and guide HR Technologist to ensure all requirements are being met and executed appropriately while building a teaming relationship.

Property Management & Reapplication Team Member

  • Be a team player by participating in the annual Statistical Inventory, the Wall-to-Wall inventory, and the Database Accuracy activities.
  • Partner with the PM&R Program Lead to ensure all requirements are being met and policies and procedures are appropriately documenting.
  • Review, update and publish HR policies and procedures as required by SNL, the Organizational Property Management Officer (OPMO) and the Sandia Field Office (SFO) Contracting Officer (CO).
  • Be an advocate for our line customers to ensure they are able to effectively navigate regulations, requirements, policies and procedures.
  • Participate and/or own continuous improvement activities and logistics operational project execution.

Due to the nature of the work, the selected applicant must be able to work onsite.

Salary Range:

$70,200 - $157,500

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

  • Bachelor's degree in a relevant discipline, preferably Business, Management or Supply Chain Management, plus 5 years of directly related experience in a government environment; or Master's degree plus 1 year of directly related experience; or equivalent combination of education and experience (a minimum of 13 years of directly related experience required to qualify without a relevant degree).
  • Ability to obtain and maintain a required DOE L-Level DOE security clearance.

Qualifications We Desire:

  • Direct experience working with government personal property management and reutilization, specifically in the high risk area.
  • Direct experience working with various property management databases, to include Oracle, SAP, AssetWorks, PMIS, GSAXcess, etc.
  • National Property Management Association (NPMA) Certification(s) or other relevant certifications.
  • Black or Green Belt Certification or demonstrated experience with continuous improvement activities.
  • Knowledge and experience translating policy into specific objectives, deliverables, and action plans, to support customer priorities and obtaining and allocating needed resources to meet these priorities.
  • Excellent interpersonal and communication skills, both written and verbal, and the ability to effectively present detailed information in a clear and coherent manner including the ability to communicate the meaning and implications of requirements and establish strategic options and opportunities that align with the mission of Sandia.
  • Ability to integrate with leadership and interact effectively with all levels of internal and external personnel to build effective working relations, reach consensus, negotiate, and address a broad range of issues.
  • Ability to understand and work within complex requirement and the agility to move between strategic and tactical levels.
  • Ability to integrate with technical programs and to work with sensitive and/or classified information.
  • Ability to identify deficiencies at the organizational level and develop strategies to improve the organization's responsibility.
  • Ability to organize, establish priorities, lead, and execute assignments to completion on multiple tasks, under strict deadlines and changing priorities.

About Our Team:

The Property Management & Technical Policy and Compliance Department provides mission-enabling services that promote effective supply chain management through systems that account for property control, utilization, and disposition. Activities include conducting physical inventories of sensitive items, equipment, and precious metals; assisting with government-furnished property under contract; obtaining return on investment for excess property through reapplication and trade-ins; generating cost avoidance through acquisition transfers from other federal agencies; destruction services; and conducting high risk/export control reviews to ensure the nuclear non-proliferation goals of the nation are met.

Security Clearance:

Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

NNSA Requirements for MedPEDs:

If you have a Medical Portable Electronic Device (MedPED), such as a pacemaker, defibrillator, drug-releasing pump, hearing aids, or diagnostic equipment and other equipment for measuring, monitoring, and recording body functions such as heartbeat and brain waves, if employed by Sandia National Laboratories you may be required to comply with NNSA security requirements for MedPEDs.

If you have a MedPED and you are selected for an on-site interview at Sandia National Laboratories, there may be additional steps necessary to ensure compliance with NNSA security requirements prior to the interview date.

Position Information:

This Limited Term Employee (LTE) position is a temporary position for one year term, which may be renewed at Sandia's discretion up to a maximum of seven years.

Individuals in LTE positions may bid on regular Sandia positions as internal candidates, and in some cases may be converted to regular career positions during their term if warranted by ongoing operational needs, continuing availability of funds, and satisfactory job performance.
