What Your Job Will Be Like:
Organization 10578, Indirect Program Office, is currently seeking Rates Analysts to join their team!
The selected candidate will lead the Resource Management for the Indirect Portfolio and provide decision support to executive leadership, and education to the laboratory on a broad range of business areas including accounting, budgeting, projections, and program management for the Indirect Portfolio. They will also prepare and interpret financial data, advise on corporate policy interpretation/application, and recommend implementation to Executive Leadership.
The successful candidate will significantly contribute and lead the execution of the Indirect Portfolio'sResource Management cycle working closely with line business partners. They will also assess portfolio assurance, perform estimates, analysis and projections, and develop specialized analytics that support long range decision making and strategies.
On any given day, you may be called on to:
- Engage with executive leadership at the Associate Laboratory Director (ALD) level and above.
- Interact with external sponsors and contacts within the Laboratory Complex.
- Serve as the primary financial and budget point of contact on corporate requests.
- Anticipate, identify, research, and communicate financial/budget issues to enable successful management of operations.
- Perform thorough financial trend and benchmarking analyses on expenditures and labor effort.
- Provide recommendations and guidance on budget formulation to Budget owners and executive leadership.
- Analyze, report, and make recommendations on resolution of complex business and financial matters on a lab-wide level.
- Lead, manage, and assume responsibility for the Resource Management and SI-PPBE processes, working closely with Budget Owners and business teams to execute.
- Provide decision support to executive leadership and education to the laboratory on a broad range of business areas including accounting, budget planning, financial trends and projections, and program management for the Indirect Portfolio.
- Prepare and interpret financial data, advise management on corporate policy interpretation/application, and recommend implementation options and associated risks to executive leadership.
- Anticipate, identify, research, and communicate financial/budget issues to enable successful management of operations.
- Assess overall financial performance and use financial analyses to evaluate strategic options and opportunities on a lab-wide level.
- Collaborate closely with the portfolio offices, the Business Analysis and Financial Reporting Office, Prime Contract, SFO, DOE-HQ, and NA-MB to understand requirements which intersect with IPO process and requirements.
- Provide guidance on corporate financial procedures and policies.
- Advise the Budget Officer and Chief Financial Officer in responding to internal and external reporting requirements.
- Respond to benchmarking requests within the DOE complex.
- Facilitate resolution on complex business and financial matters.
- Manage overall financial performance and use financial analysis to evaluate strategic options and opportunities.
- Lead corporate-wide teams and initiatives.
The selected applicant can be a remote worker located in any U.S. State or District of Columbia. Regular or periodic travel to your assigned work location may be required.
Salary Range:
$133,800 - $227,500
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require:
- Bachelor's degree in a relevant field, plus 12 years related experience; or equivalent experience and/or achievements that demonstrate the knowledge, skills, and ability to perform the duties of the job.
- Experience conducting budget formulation, budget execution, financial analyses, funding practices, labor effort calculation, and fiscal year end administration.
- Knowledge and experience in accounting and financial concepts and principles, project administration, and quality control.
- Experience with interacting, advising, and briefing executive leadership.
- Experience with analytical tools to support decision making (e.g., dashboards, historical trend analysis, probability analysis, predictive analysis, etc.).
- Active DOE L-level security clearance (or DOD equivalent) and ability to obtain and maintain a DOE Q-level security clearance.
Qualifications We Desire:
- A high-level understanding of Sandia policies and procedures in financial areas, specifically budget formulation, capital equipment, general plant projects, Strategic Partnership Projects, work authorizations, cost allowability and Cost Accounting Standards.
- Experience leading teams.
- 5 years' of Indirect Budgeting experience.
- Experience working in an Indirect Program Office.
- Multiple years' experience in developing cost estimates for the Department of Energy Management and Operating Contractor Fixed Fee and Available Award Fee.
- A sophisticated understanding of Sandia's organizational structure, the NTESS programmatic structure, and the NNSA programmatic structure.
- An understanding of NNSA/DOE oversight requirements, an overall knowledge of the federal budget, the President Budget Request, and its impact on corporate planning and projections.
- Experience in engaging with executive management and oversite.
- Demonstrated interpersonal and communication skills, both written and verbal, and the ability to effectively present detailed information in a clear and concise manner.
- A proven track record leading diverse lab wide teams on multiple deliverables simultaneously, under
- strict deadlines and with changing priorities.
- A willingness to teach and educate on government structure, Sandia programmatic structure, and Sandia's business systems construct.
- A strong understanding of the various corporate indirect recoveries and rates maintenance processes, and a high-level understanding of their interaction and impact on the corporate reporting area.
- A solid understanding of the enterprise business system, its databases, and how to query or request data to complete complex data analytics exercises.
- Demonstrated ability to effectively develop/implement new processes and initiate improvement activities in creative and innovative ways.
- Ability to evaluate/analyze the environmental landscape and applicable data to identify creative/innovative solutions and develop sound recommendations used to influence leadership decisions.
- Experience working with the DOE/NNSA/SFO partners.
- Demonstrated ability to establish and mature relationships and lead in an environment that is oftentimes fast paced, time sensitive and ambiguous.
- Demonstrated leader that has successfully led teams on high profile projects.
- Strong analytical and critical thinking skills with demonstrated ability to apply these skills to resolve complex business matters.

About Our Team:
The Indirect Program Office, Department 10578, is responsible for managing Sandia's indirect budget portfolio functions, including the establishment and management of Sandia's corporate pools, bases and rates (e.g. G&A, Corporate Taxes, Fringe, Management Fee, etc.), and financial burden model, implementing Sandia's Indirect Planning, Programming, Budgeting, and Execution (SI-PPBE) process, administering Service Centers, and Standard Holding Projects operations while ensuring compliance with policy, and providing budgetary and process oversight for Mission Enabling and Mission Delivery functional indirect budgets. This department is also responsible for ensuring all indirect budget activities comply with Cost Accounting Standards (CAS) and Sandia's disclosed accounting practices, projecting Forward Pricing Rates (FPRs) and Standard Labor Rates (SLRs), and monitoring variances for necessary retroactive rate adjustments, delivering corporate financial reporting per the NTESS Prime Contract, and engaging in special projects and ad-hoc analysis, as requested.

Security Clearance:
