What Your Job Will Be Like:

We are seeking an R&D S&E System Engineer to lead the Neutron Generator (NG) Manufacturing Operations Program. This is a key role in the NG Enterprise (NGE) that is responsible for developing, planning, analyzing, executing, and delivering solutions to meet customer (NNSA, Systems, Component PRT) needs (production and development) for all current stockpile systems and future modernization programs, ensuring a cutting-edge nuclear weapons supply chain. The successful candidate will be responsible for developing, integrating, communicating, and advising leaders on production and development schedules across the NGE (Production Agency, Design Agency, and Programmatic Office) by monitoring, technical analysis, solution formulation, deconfliction, situational awareness, and reporting of operations across Sandia National Laboratories (SNL), and will also report and manage schedule conflicts, material shortages, and provide NGE risk analyses of current and emerging threats to National Security with other NSE sites and NNSA.

On any given day, you may be called on to:

  • Define problems to be solved and formulate solution requirements.
  • Clearly understand the technical requirements as well as the engineering limitations of production and the manufacturing processes (e.g., basic technical product requirements, manufacturing process yield risks, capacity, equipment limitations, throughput, product mix.) to have the foundation to define, analyze, assess, and solve problems for the NG Production Scheduling Program.
  • Deliver progress reports, proposals, requirements documentation, and presentations.
  • Gather information from a variety of sources and applies analytical methods, objective assessments, and expert judgment to make recommendations.
  • Gather information from technical requirements documents (e.g. P&PD, PCD, RPD), production capacity and complexity, and stakeholder input to apply analytical methods and provide optimal solutions for executing the NG Program schedule.
  • Understand and be able to speak to technical product failures and risks (supply chain and production) and associated mitigation plans to internal and external customers.
  • Understand and be able to communicate technical challenges related to production and development programs.
  • Consult and advise the NGE leadership team on technical solutions to enable preparedness for the future of NG production.
  • Conduct technical and program reviews to report status of cost, schedule, and performance to management and customers.
  • Plan, forecast, develop, and executes technical solutions.
  • Plan, direct, and manage engineering and technical projects for internal and external customers. This includes all stockpile systems, modernization programs, and the UK program, totaling more than 10 NG product lines.
  • Plan, develop, execute, manage, and continuously update the NG Production & Development schedule, including short-term planning needs (1-3 years) for funded programs, mid-term planning for program production runs (5-7 years), and long-term forecasting for surveillance units (>10 year outlook).
  • Apply standard principles and advanced Program Management techniques and tools.
  • Manage project resources, objectives, and changes according to the program management plan.
  • Oversee project teams in the planning, inquiry, and execution of project plans from initiation to completion.
  • Work with other NSE sites to coordinate the delivery of product/materials across sites.
  • Conduct project postmortems and apply lessons learned for process improvement.
  • Use physical and computational simulation, analysis, and evaluation as inherent activities of development.
  • Use computational simulation to perform "what-if" scenarios/analyses/studies for SNL internal production and/or NNSA to understand multiple technical options to find the most optimal solution for NG production for both short-term and long-term planning and execution.
  • Partner and collaborate with the Enterprise Modeling & Analysis Consortium (EMAC) team (SNL & NNSA) to represent the NGE and identify future production constraints at the NSE level.
  • Evaluate competing characteristics between system elements to determine the most effective integrated system solution.
  • Create, manage, and integrate schedules at the highest level and ensure that the organization is executing to said schedules in an efficient and effective manner.
  • Define system and subsystem production and development requirements, project scope, schedules, cost estimates, and products that support mission objectives.
  • Arrange reports with external customers and partners, build and lead teams, and organize resources to implement scope.
  • Build and lead technical teams to identify potential project risks, develop risk mitigation strategies and corrective actions, and recommend risk acceptance or avoidance for all aspects of the project.
  • Collaborate and negotiate with NNSA customer on behalf of Sandia to find the best solution for NG production requirements given SNL's capacity limitations and customer's desired delivery quantities and schedule.

    Due to the nature of the work, the selected applicant must be able to work onsite.

    Travel will be required as needed.

Salary Range:

$114,000 - $227,500

*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.

Qualifications We Require:

  • Bachelor's degree in relevant discipline plus, five years or more years of directly related experience that demonstrates the knowledge, skills, and ability to perform the duties of the job, or equivalent combination of relevant education and experience. Equivalent experience in lieu of degrees must be engineering or scientific experience that demonstrates the knowledge, skills, and ability to perform independent research and development.
  • Experience designing and executing engineering projects
  • Active DOE Q-level (or DOD equivalent) security clearance.

Qualifications We Desire:

  • PMP or LSS Black Belt Certified
  • Leadership skills to include a successfully develop and deliver organizational critical initiatives (planning, organizing, leading, and monitoring).
  • Experience in gathering and analyzing data; facilitating decision making/problem solving that requires scientific and/or engineering judgment.
  • Experience in supply chain risk management; identifying and generating metrics, parameterizing, prioritizing, developing responses, and tracking risk.
  • Possesses a well-developed interpersonal and communication skills.
  • Excellent oral and technical writing skills; with an ability to develop and present ideas/results in oral and written form.
  • Ability to build and collaborate with partnerships across organizational boundaries.
  • Ability to be a tactical and strategic thinker.
  • Experience in the application of Lean Six Sigma methodology and tools.
  • Demonstrated technical knowledge of the U.S. Department of Energy National Nuclear Security Administration Development and Production Manual.
  • Demonstrated technical knowledge of the following Level 2 Federal Requirements; R001 Product Realization, R004 Weapon Quality Assurance Processes, R006 Implement Phase 6X Process, R019 Produce and Maintain, R020 Phase 7 Dismantlement, Knowledge of R013 Control Supply Chain, Knowledge of R014 Mission Assignment Process, and R025 Manage Weapon Acquisition and Sustainment Planning and Scheduling Processes.
  • Demonstrated technical knowledge of NAP 401.01.
  • Demonstrated technical knowledge of the SQMS RPPS. RPP-601 Advanced Procurement of Materials Authorization, RPP-603 Integrated Contract Order (ICO) Creation, RPP-604 Supplier Quality Management System, RPP-605 Product and Process Non-Conformances, RPP-606 Product Readiness and Acceptance Preparation, RPP-607 Selecting Suppliers, RPP-608 Supplier Approvals, RPP-609 Supplier Corrective Action, RPP-610 Supplier Health Monitoring, RPP-611 Supplier Quality Documentation, RPP-614 Technical Envelope Supplier Evaluation (TESE).

About Our Team:

The Purchased Product Value Stream Department is responsible for purchased products and logistic operations in support of Sandia National Laboratories production mission activities. Major areas of responsibility include 1) Materials Planning is responsible for developing the plan and authorizes procurement of production materials based on master schedule requirements: 2) Purchased Product Engineering is responsible for purchased products, including raw materials, tooling and end item components; serving as the liaison to design, product, and process engineers, production users, and suppliers in the areas of design definition, coordination of fabrication, and acceptance requirements; 3) Inventory Management & Logistics provides services in inventory management, materials movement, receiving, and shipping; and 4) Change Configuration Management Cell manages the execution of product configuration in the Sandia drawing system and the Oracle manufacturing system for the Production Center. 5) Integration Engineer is responsible for setting the schedules and the entire execution for the entire Enterprise.
